Description
THIS ANNOUNCEMENT IS FOR INFORMATIONAL PUROSES ONLY. NASA/GRC intends to purchase the items from ETS-Lindgren. This is a sole source procurement. SEE FAR PART 6.2.1 for information pertaining to THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c), only one responsible source and no other supplies or services will satisfy agency requirements. NASA/GRC has a requirement to procure a SMART80 CHAMBER CONVERSION: The NASA Glenn Research Center intends to procure the ETS-Lindgren SMART80 Chamber System for the EMI Laboratory at GRC. Under this procurement, the existing 32??x24??x16?? test chamber will be enhanced with hardware and software to allow mode-stirred and mode-tuned testing, according to the RS103 test method, described in MIL-STD-461E. ETS-Lindgren will provide all hardware and software necessary to enable the mode-stirred test to MIL-STD-461E requirements, including all paddles, installation, hardware, software, system checkout and verification testing. ETS-Lindgren will also perform electrical connections necessary to enable the system to operate. The GRC EMI Lab is proposing to have ETS-Lindgren perform this task by installing their SMART80 System. There is also a short timeframe for accomplishing the task and making it operational in time to put it to use in the fall, which would be the required time-frame for the FCF Rack level EMI testing. Technical Rationale: ETS-Lindgren has a long history of work with reverberation chambers, including constructing facilities for NASA-LaRC and the Naval Surface Warfare Center. The SMART80 uses a patent-pending design of the field stirrer paddle. The SMARTImm software provides full calibration of the reverberation chamber, creating the necessary performance indicators and reference files which allow the performance of the chamber to be verified in a matter of minutes. 1. Construction, delivery and installation of two (2) Z-fold tuners, motor drives, and controller system. This includes 2 EMCO motor bases, one EMCO model 2090 dual device controller, and all electrical and control signal wiring connections. 2. Delivery and Installation of two (2) model 3144 log-periodic antennas, one HI-4413 electric field probe, with fiber optic cable. 3. Delivery, installation and checkout of mode-stirred operational software: SMARTImm and SMARTemi. 4. System checkout and verification The requirement includes the characterization of the performance of the chamber, including testing to evaluate the chamber to perform per MIL-STD-461E. 5. Testing and validation of SMARTImm to operate the mode-stirred test as described in MIL-STD-461E. 6. Operational manual for conducting emissions testing with SMARTEmi, and susceptibility testing with SMARTImm software. The mode-stirred chamber will be designed based on the following: - Draft amendment to IEC 61000-4-21 - Draft MIL-STD-461E USA - RS103 reverberation alternative 0.2-40 GHz - Draft RTCA/DO160D Section 20 - airborne eqpt. HIRF (600 V/m pulse-mod) reverberation alternative 0.1-18 GHz - prCISPR-16 amendment reverb emissions test method - IEC/TR3 61726-1995 - Reverberation method for cable shielding - CISPR-16-1-1993 Cl. 17 reverberation for total radiated power tests above 1 GHz; not used in product standards - CISPR-16-2-1996 Cl. 2.6.2.8 reverberation ??under consideration?? The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications (for any future procurements) to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on TUESDAY, AUGUST 3, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency (for future procurements only).
