- Description
- The proposed acquisition listed herein is unrestricted. The Department of Health and Human Services, Program Support Center, Division of Acquisition Management intends to issue a Request for Proposal (RFP) on behalf of the Administration for Children and Families, Administration on Developmental Disabilities (ADD) for technical assistance to the 57 State Protection and Advocacy (P&A) Agencies that protect the interests of individuals with developmental, mental and physical disabilities. The RFP Number is 04Y005446. The NAICS Code is 541611. The Contractor shall provide technical assistance to the 57 State P&A Agencies. This technical assistance covers a wide array of training, consultation, information dissemination, best practices and capacity building. The Contractor shall develop and revise reports; provide networking and expertise; provide legal and advocacy training; and develop training and technical resource materials, etc. Offerors? must possess the following: 1) Experience in providing legal and advocacy-based training to the Protection and Advocacy Systems; 2) Knowledge of organization structure and management of Protection and Advocacy Systems; 3) Knowledge of the Developmental Disabilities Assistance and Bill of Rights Act of 2000 (P.L. 106-402), Protection and Advocacy for Individuals with Mental Illness Act of 1986 (P.L. 106-310) as amended by the Children's Health Act of 2000, and the Rehabilitation Act of 1973, as amended (29 USC 701 et seq.); 4) Experience in conducting workshops and in organizing and conducting conferences and conference calls; 5) Experience in development and dissemination of information packets; 6) Familiarity with Protection and Advocacy Systems measurement of outcomes and reporting process; 7) Electronic capability to correspond and receive responses from the Protection and Advocacy network in 24 hours; and 8) Ability to provide a staff that has: a) successful academic and professional work experiences in the field of developmental, emotional and other significant disabilities; b) experience in providing and coordinating training and technical assistance activities; c) the ability to direct and manage projects of this magnitude including accounting/bookkeeping activities, and d) successful experience in managing training and technical assistance contracts or programs as a project director. The anticipated period of performance is one (1) 12-month base period and one (1) 12-month option period. The RFP will be available approximately 15 days after issuance of this notice and will be made available electronically at this address: http://www.fedbizopps.gov. Only electronic copies of the solicitation will be available. The closing date will be approximately 30 days after issuance of the RFP.
