Description
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) requires development of a ?user friendly? Headquarters Occupant Emergency Plan (OEP) Manual in a colorful, graphic, and flow-chart format. ATF also requires the contractor to produce a CD-ROM version of the OEP, which must meet the applicable Section 508 standards. In addition, ATF will require special handouts (pocket books or notebooks of various sections of the OEP) and additional printing of the plan on an as needed basis. The contractor?s manual and special interest handouts must be ?user friendly? and the CD-ROM must be interactive in a ?hyper-linked? format for point and click navigation. ATF estimates that the full version of the OEP will be 200 to 300 pages in length, which will include an appropriate number of graphs and flow-charts to simplify the understanding and usage of this plan during a crisis situation. ATF also requires the contractor to meet with Emergency Management experts at the ATF Headquarters Building, on an as needed basis, to ensure the material and data to be incorporated into the OEP is current. Pricing shall be submitted on a firm-fixed price basis. Pricing shall include the following line items: 1) Development of the OEP; 2) Creation of the CD-ROM (Section 508 compliant); 3) Printing of the OEP (on a per copy, as needed basis); 4) Development of Special Interest Handouts (on an as needed basis) and 5) Printing of the Special Interest Handouts (on an as needed basis). The contractor must have the expertise and tools necessary to develop the OEP, including proofreading and general editing services. The contractor shall have skills to specialize in the development or adaptation of graphic Emergency Plans to include unique color, graphic, flow-chart techniques and printing. This is a combined synopsis/solicitation for commercial items prepared for the format in Subpart 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number for this requirement is 460000000937SQ. The following provisions and clauses are incorporates into this solicitation by reference and no addenda apply: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 212-4, Contract Terms and Conditions-Commercial Items; FAR 212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Each offeror shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with their quote. No additional FAR clauses apply. This requirement is a set-aside for small business and the NAICS code is 922190. For additional information regarding Section 508 standards go to http://www.section508.gov. Each contractor shall make every reasonable effort to protect sensitive data during the course of their work. Each contractor must execute and abide by the terms of a Non-Disclosure Agreement. All supplied ATF materials and any subsequent OEPs, CD-ROM versions, or special interest handouts created by the contractor will revert to ATF at the end of this contract. The schedule for completion of the OEP is as follows: 1) Submission of OEP materials (unformatted) in Word, including operations, incident response, bomb incident and drill plans. In addition, ATF will provide the contractor a previous version of the above OEP manual; 2) Within 60 calendar days of submission of the material above, design concepts will be due back from the contractor; 3) ATF will then complete a review and make a decision on the concepts within 14 calendar days of receipt of the concepts. If ATF finds the above concepts acceptable, the contractor will have 45 calendar days from ATF?s decision, to provide a complete final draft of the OEP, the CD-ROM version, and special interest handouts; 4) After 14 calendar days from the approval of a concept, the manual, CD-ROM, and special interest handouts shall be competed. The above schedule is subject to change. ATF logos and seals may not be released to any other entity without approval from ATF. The contractor shall not copyright any material. Tasks shall be performed in a manner acceptable to the Emergency Management Branch, Security and Emergency Programs Division. Contractor progress will be assessed on a continuing basis. Offerors will be rated on past performance and technical approach. Past performance and technical approach when combined, are more important than price. Award will be made on a best value basis and a firm-fixed price contract will be issued for this requirement. The final deliverable date for this requirement shall be January 17, 2005. The ATF will consider fixed price payments based on the acceptance of various deliverables throughout the performance. The contractor must also submit a sample or samples of work performed for the same or similar services. FAILURE TO SUBMIT ANY OF THE INFORMATION REQUESTED IN THIS SOLICITATION MAY LEAD TO THE REJECTION OF YOUR QUOTATION WITHOUT FURTHER DISCUSSION. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.
