Description
MODIFICATION #1: The Closing date on the herein mentioned RFQ #919088 has been extended until August 4, 2004, at 4:30pm, EDT. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. The Request for Quote (RFQ) number is RFQ-919088, and is being conducted as a Small Business-Small Purchase Set-Aside under the procedures of the Federal Acquisition regulation (FAR) 12 and 13.3, test program. The RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 01-24. This solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities website http://fedbizopps.gov. This site provides downloading instructions. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. All questions in reference to this requirement shall be submitted via fax within five (5) business days after the announcement, any responses to questions provided will be posted on this site. The North American Industry Classification System (NAICS) is 423110 and the Business Size is 100 employees. The FBI intends to award a Firm-Fixed price Indefinite Delivery, Indefinite Quantity Contract. This type of contract provides for the furnishing of an indefinite quantity within the stated limits from date of award of this contract for 12 months with four, one-year renewal options. Each one-year option period will begin on the anniversary date of the contract award. During the contract period, the FBI shall order a guaranteed minimum of one (1) all aluminum bumper pull trailer. The offeror(s) shall furnish the stated minimum, and as ordered, any additional quantities of aluminum bumper pull trailer, which may not exceed a maximum of 80 aluminum bumper trailers over the life of the contract. The Government shall not be required to purchase from the successful offeror(s) any additional quantities after the initial guaranteed minimum. The Government reserves the right to make multiple and/or partial awards to Offerors who comply to the requirements set forth herein. Obligation of funds and specific quantities will be ordered through individual delivery orders issued during a Fiscal Year. These trailers shall conform to the following list of minimum specifications: SPECIFICATIONS: (1) 7'H x 7'W x 16'L Dimensions (finished interior height 6' - 4", finished interior width 6' - 7"); (2) Option to shorten or lengthen according to individual trailer need at time of purchase; (3) All-Aluminum construction (except axles, hitch, and jack); (4) Bumper pull model; (5)16" Steel modular wheels with radial tires; (6), White exterior aluminum skin .050 thick with no visible exterior fasteners; (7) Dual 5200# Torso axles; (8) four wheel electric brakes; (9) Standard 7-pin spade trailer wiring; (10) Gloss white .050 thick interior aluminum skin with an insulation package; (11) Full height rear ramp diamond plate door with a cable assist mechanism, full length SS hinge, and SS cam hinges w/ keyed alike lockable hasps; (12) 34" radius top RV type curb-side entrance door with lock and dead bolt LH hinge installed approximately 24" from front of trailer; (13) 48" 5 piece 2" x 5" double hollow tube A-frame with steel reinforced tongue; (14) Screw down rear stabilizers; (15) 14" AC Frame reinforced ceilings centered over wheels; (16), Wheel wells will be located outside the trailer; (17) Floor is ?" extruded aluminum tongue and groove running the length of the trailer; (18) Floor support is 1 ?" x 3" x .125" cross members on 12" - 16" centers;(19) Roof is single sheet .040 aluminum supported by 1 ?" x 1 ?" bows on 24" centers'; (20) Rear rubber bumpers; (21) LED Tail lights /Upper and lower clearance lights; (22) 3000# electric jack with top crank wrench w/12,500# 2 5/16" bulldog coupler; (23) Ground clearance at rear 12" minimum 16" maximum; (24) 12' Awning on curb side of trailer; (25) side entry step with lighted grab bar; (26) 4' x 7' aluminum tread plate for viewing platform mounted on roof to start 4' from front and extend back toward AC framework; (27) Shrink tube wire connectors for all wiring; (28) Spare tire to be mounted to curb side wall as close to rear fender as possible; (29) 3 ?" radius roof rail w/ interlocking ceiling and wall standards; (30) Generator frame on the street side wall starting 8"-12" from trailer front wall measuring 22 3/4" H x 35 3/4" W inside dimensions constructed of 1 ?" x 1 ?" x 1/8" square tubing with interior/exterior frame openings marked on wall skins for future cut out ; (31) Floor recessed battery box with removable lid in between rear axles measuring 42"L x 12"W x 11" H x 3/16" thick. Any part of box that protrudes below axles must include a skid on the axles to prevent box damage. The government to purchase a minimum of one (1) but not more than a maximum of eighty (80) aluminum trailers. Warranty period shall be for one year minimum after acceptance. Destination shall be FOB Destination - CONUS. Delivery of trailer(s) expected within 8 weeks after receipt of order. Each offeror shall include a completed copy of the FAR provision 52.212-3 Offeror Representations and Certification Commercial Items (May 2004); FAR 52.212-2 Evaluation-Commercial Items (Jan 1999) is tailored to read as follows: The following factors shall be used to evaluate offers: Technical (technical design, and capability of the items offered to meet the governments need), Past Performance and Price. Past Performance shall consist of, quality of product; customer satisfaction; and adherence to delivery schedule. To verify these past performance requirements each contractor shall provide, at a minimum three (3) names and telephone numbers of customers that have acquired the same or similar products for past performance evaluation. Technical and past performance, when combined are significantly more important than price. Any vendor not having government or commercial experience will be rated as "Neutral." FAR 52.217-9 Option to Extend the Terms of the Contract (MAR 2000); The Contracting Officer (CO) may extend the terms of the contract within 30 days, preliminary notice within 60 days. The total duration of this contract shall not exceed five (5) years; 52.216-18 Ordering (Oct 1995), Orders may be issued from date of award through contract expiration. FAR 52.216.19 Ordering Limitations (Oct 1995) when the government requires supplies and services covered by this contract in the quantity of one, the government is not obligated to furnish those supplies under the contract. The contractor is not obligated to honor (1) any order for single item in excess of what the purchase order authorizes; (2) a series of order from the same ordering office within 2 days that together call for quantities exceeding the limitation in subparagraph 1 of this section. Award of this contract shall be made within 30 days after the closing date of this announcement. All other terms and conditions remain in full force and effect.
