Description
In accordance with the requirements of Section 3.2.2.4 of the Federal Aviation Administration (FAA) Acquisition Management System (AMS), this public announcement is hereby issued to declare the intention of the FAA William J. Hughes Technical Center (WJHTC) to award additional effort on a single source basis to Sunhillo Corporation of Berlin, NJ, under existing contract DTFACT-04-C-00002. The Air Traffic Organization ??? En Route (ATO-E) and National En Route Automation Division, AOS-300 have a requirement to provide second level support of systems after Government Acceptance (GA). Those systems include the Series 1 Replacement (S1R), the En Route Communications Gateway (ECG), and the Advanced Technologies and Oceanic Procedures (ATOP) systems External Communications Server (ECS). The corresponding Integrated Product Teams (IPTs) acquired these under the FAA Acquisition Management System (AMS). Failure to support these systems could result in a loss of air traffic control automation for En Route and Oceanic airspace. This effort will be for Software Engineering support of the En Route Communications Gateway (ECG), Series 1 Replacement (S1R) and the Advanced Technologies and Oceanic Procedures (ATOP) systems External Communications Server (ECS). These systems are essential to Air Traffic Control in both the En Route and Oceanic domains of the National Airspace System (NAS). Each of these systems utilizes proprietary software owned by Sunhillo Corporation; therefore software engineering support for all of the systems listed is only available through Sunhillo Corporation. Contract DTFACT-04-C-00002 will be modified to support this effort on a labor hour basis for an additional four (4) year time period. Approximately 37,000.0 labor hours will be awarded for this effort. A competitive solicitation is unavailable for this effort due to the proprietary nature of the software being utilized. If your firm does not agree with this single source determination, please provide evidence of your firm's capability and experience in providing the above services and the FAA will evaluate that information accordingly.
