Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The simplified acquisition procedures of FAR Part 13 will be used in conjunction with the commercial item procedures in FAR Part 12. The solicitation is being issued as a Request for Quotation (RFQ). The solicitation number is RFQ 246-04-01610. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. The NAICS is 339112 and the small business size is 500 employees. THIS IS A TOTAL SMALL BUSINESS SET-ASIDE. Items will be purchased and delivery will be made to the Department of Veterans Affairs Medical Center, 508 Fulton St., VAMC Warehouse, Durham, NC 27705. Offeror?s proposals are hereby being requested in response to the requirements under a firm-fixed price contract and shall be submitted on an offeror?s letterhead or bid form and shall contain the name, title, and signature of the person authorized to submit proposals on behalf of the contractor. Quotes are to be provided for a Digital Infrared Thermal Imaging Scanning Camera with Desktop Computer (configured to camera), flat screen and stand. Minimum Image Acquisition: Temperature ranges 10?C to 40?C; Thermal sensitivity <0.01?; Field of view 30.5? x 22.5?; Spatial resolution 0.4mm (camera at 15 cm), 1mm (camera at 40 m); Resolvable elements 244 x 193 pixels; Continuous image capture (scan) rate, 8 seconds (47k pixels), 5 second (23.5K pixels); Single image capture (scan), 5 seconds (47K pixels), 3 seconds (23.5K pixels); Emissivity correction, User variable 0-100% default setting 100%. Minimum Image Display: 5 x 16-step color scale; 3 x 256 color scale; 1 x 16-step Isotherm; dynamic range 24 bits; image stored in TIF format; image size 95KB; temperature step sizes 0.1 - 2 Quotes shall be valid for thirty (30) days from the offeror?s due date. All responses must include the following: (1) descriptive literature and product number for the item offered proving the product offered meets the above requirements (2) warranty information (3) cost of product (4) shipping charges (5) delivery time after receipt of order. The following provisions and clauses apply to this solicitation: 52.212-1, Instructions to Offeror-Commercial Items, 52.212-4, Contract Terms and Conditions-Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, 52.233-2, Service of Protest, 852.233-70, Protest Content, 852.233-71, Alternative Protest Procedure. Award will be made to the offeror whose product meets the requirements listed above and is most advantageous to the Government. The Government intends to evaluate the information received and award without discussions. Offers including the pricing information are to be submitted on company letterhead and include the information required in provisions 52.212-3, Offeror Representations and Certifications-Commercial Items. In accordance with FAR 52.204-7 award will be made only to a contractor/company that is registered in the Central Contractor Registration (CCR). Electronic copies of the referenced provisions and clauses are available on the internet at www.arnet.gov/far and www.va.gov/oa&mm/vaar/ Quotations and all required information must be received by 3:00pm local time August 11, 2004. Quotations shall be submitted to Ruth B. Harris, Contracting Office (90C), VA Medical Center, 27 Averill Drive, Hampton, VA 23667. No fax offers will be accepted. Solicitation number RFQ 246-04-01610 shall be listed on the documents submitted for identification purposes. Only offers prepared in accordance with this solicitation shall be considered.
