Description
This is a presolicitation notice to acquire service for weather data collection for Offutt Air Force Base in accordance with statement of work. Solicitation will be issued 12 Aug 2004. STATEMENT OF WORK FOR AERONAUTICAL WEATHER DATA 1.0 SCOPE 1.1 General This Statement of Work (SOW) details the requirements for the contractor to provide delivery of Meteorological Data Collection and Reporting System (MDCRS) data to the Government at Headquarters Air Force Weather Agency (HQ AFWA) in its native alphanumeric format or after conversion to a World Meteorological Organization (WMO)-compliant format. 1.2 System Description Through cooperation between commercial airlines , a system of weather data compilation has been established to provide non standard MDCRS aircraft reports from the airlines, coded in a format of their choosing. These reports are required for all Department of Defense (DoD) operations and are an addendum to normal information provided by Aircraft Reports (AIREPS), Pilot Reports (PIREPS), Aircraft Meteorological Data Relay (AMDAR) reports, and Coded Aircraft Reports (CODAR) formats which are obtained by other standard weather reporting methods. The non-standard aircraft reports can be transmitted in alphanumeric format or translated into the Binary Universal Form for the Representation of meteorological data (BUFR), a WMO-compliant format per a separate agreement with the Federal Aviation Administration and the National Weather Service. 1.3 Operational Description Provide HQ AFWA with all automated digital reports and all non standard aircraft reports from U.S. airlines operating worldwide. This information will be passed to HQ AFWA, in the format required, either alphanumeric or BUFR, without delay. Data integrity from the contractor to HQ AFWA is required. The reports are transmitted to the contractor's data center by airborne aircraft and transmitted to the HQ AFWA via the internet. 2.0 REQUIREMENTS 2.1 General Contractor Requirements 2.1.1 The contractor shall forward, without delay, all automated digital aircraft reports and all non standard aircraft reports from U.S. airlines to the Weather Product Management and Distribution System (WPMDS) via the internet. The elapsed time between transmission of the report(s) by airborne aircraft and receipt of the reports at WPMDS shall not exceed five minutes. 2.1.2 Airborne aircraft are required to transmit mandatory weather data reports. Aircraft may also transmit random reports providing information on changing conditions. Both the mandatory and random reports include details on current and factual weather information; including route of flight, current position and direction (longitude and latitude), altitude, time, temperature, wind speed and direction, turbulence, sky conditions, and, if applicable, icing conditions. The contractor shall receive all mandatory and random reports transmitted by airborne aircraft and re transmit all reports to WPMDS. 2.1.3 The decoder system designed to handle the required data will process only the required data and ignore all other message traffic. 2.1.4 HQ/AFWA may request a change in format of the reports, either alphanumeric, BUFR or any other mutually agreed upon format, at any time. This change request shall be furnished to the contractor in writing by HQ/AFWA. The change request shall include details about the format requested and the expected date the change should be made. 2.2.
