- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. Reference number F1COMM41941800 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15. This solicitation is 100 percent set-aside for Small Businesses and is under North American Industry Classification System Code 561621, with a small business size standard of $10.5 million. The corresponding Standard Industrial Classification code is 7382, Security Systems Services. Hurlburt Field intends to purchase the following: Request the following video surveillance support to the Consolidated Communications Facility (CCF) located on the 2nd floor, Bldg. 90624, Hurlburt Field, Florida. - Require 3 video cameras to monitor CCF 2nd floor. One video camera placed in front of the main entrance to 2nd floor secure area. Second video camera in front of server farm room number 217. The third video camera in front secure area room 220. We require a 21? flat screen monitor installed inside main area door next to main entrance that will show the video from all three surveillance cameras. - Install three biometric hand geometry readers to allow entry into different areas on the second floor of the CCF building. These hand geometry readers must require a pin number which will be matched on a computer installed in the most secure area of the CCF (room 219). This system must allow for access to the different rooms depending on clearances. There will be one hand geometry reader installed in front of the main entrance to the 2nd floor secure area. The second hand geometry system will be installed in front of the door of room 220. The third hand geometry will be placed in front of the door of room 219. All installation, transportation and insurance costs are required to be included in the quote. Order shall be FOB Destination. GSA items shall be noted as well as the GSA contract number. If quoting ?or equal? items, submit sufficient literature for Subject Matter Experts to perform an effective evaluation. Required delivery shall begin on or before 30 days after receipt of award. The following clauses and provisions are hereby incorporated either by reference or full text and are to remain in full force and effect in any resultant purchase order: FAR 52.212-1, Instructions to Offerors - Commercial Items (OCT 2000). It applies to this acquisition and is amended to read: FAR clauses and provisions can be located via the Internet at: http://farsite.hill.af.mil. Offers shall be evaluated in accordance with FAR 52.212-2, Evaluation of Commercial Items (Jan 1999), which is incorporated into this Request for Quote, with addendum to paragraph (a) as follows: The following factors shall be used to evaluate offers: (i) technical capability of the item(s) offered to meet the Government requirement as stated in this synopsis; (ii) price. The Government will make award to the responsible offeror whose offer conforms to the solicitation and is the greatest value to the Government. Technical capability and price are of equal importance. Each offeror shall include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items (July 2002), with the quotation. The clause at FAR 52.212-4, Contract Terms and Conditions ? Commercial Items (Feb 2002), applies to this acquisition with the following addendum: DFARS 252.204-7004, Required Central Contractor Registration (Nov 2001).
