Description
The objective of this effort is to conduct a field demonstration of perchlorate contaminated wastewater to compare biological, chemical and/or physical treatment options previously demonstrated and validated on the laboratory scale for the wastewater generated from the Building 810 manufacturing area at Picatinny Arsenal. 1. The Contractor shall be responsible for the following: a. provide the necessary personnel, material and all other items essential to the performance of this task. b. shall insure that the preparation and execution of all tasks meet the local, state and federal government environmental regulations. The Contractor shall be responsible for preparing all documentation and obtaining all permits required to perform the tasks under this contract. c. When required to visit a Government facility in the performance of specified tasks, the Contractor shall comply with that facility?s security and safety regulations. This compliance shall include, but not be limited to obtaining proper clearance and identification badges, and obtaining an escort for entry into sensitive areas. AMC Safety Manual, AMC-R 385-100 may be used as guidance. d. prepare all documentation and obtaining all permits and other documentation required to perform the tasks under this contract. For each task that requires execution on-site, the contractor shall complete an Environmental Affairs Office Program Requirements Checklist (March 1, 2004) and submit the document to the Picatinny Environmental Office for approval. The contractor shall be responsible for having an approved document prior to the start of each effort. 2. The contractor shall perform the following technical demonstrations: a. Develop a preliminary pilot-plan for wastewater treatment. The plan will include, but not be limited to, operations associated with installation, start -up, testing, and demobilization (DI-NDIT-80566). b. Develop the milestone schedule for the execution of the approved plan for the wastewater treatment. c. Facilitate monthly status meetings with ARDEC and Stevens Institute of Technology personnel. Meeting minutes and action items shall be developed and submitted to ARDEC personnel. Additionally, the contractor shall follow-up on monthly action items to be sure all items are completed as scheduled. Stringent timeframes are essential for the outcome of this requirement. All work shall be completed within six months of contract award. The contractor shall identify and immediately notify ARDEC personnel action items that are on the critical path. NOTE: Alpha Contracting will be utilized for purposes of processing this requirement. No formal Request for Quotation will be posted unless other potential offerors express an interest during the 15 days this synopsis will be posted. Capabilities statements, previous Government contracts held, working knowledge as it pertains to this effort shall be provided for purposes of evaluation by the technical community. A determination will then be made to the abilities possessed by any given company to fulfill the requirements of this effort. It is the Government?s intent to award this effort on a sole source basis to North Forty Environmental. Note 22 applies.
