Description

Point of Contact for this project is Ernie Waugh, Contract Specialist, (817) 886-1087. This will be an Indefinite Delivery/Indefinite Quantity Construction Type Contract. The contractor shall provide all contract forces to perform paving and utiliti es at various locations within the U.S. Army Corps of Engineers (Southwestern Division) primarily Red River Army Depot in accordance with the specifications herein as ordered by individual Task Orders. This contract covers asphalt and concrete paving repa ir/construction, utility repair/construction, site work and drainage as specified herein. Unless otherwise stated, all quantities are to be in place, completely installed quantities. In most utility items, payment also includes removal of an existing ite m prior to installation of the new item. The contract will be issued for a base year and will contain four (4) one year options that may be exercised at the Governments discretion. Work includes but shall not be limited to, all job planning, programming, scheduling, administration, and management necessary to assure that work is accomplished in accordance with this contract, all applicable laws, municipal codes, regulations and/or written directives issued by the Contracting Officer and/or his authorized representative. The quantities of services specified in the bid schedule are estimated. Actual work performed will be authorized by task orders issued to the contractor during the term of the contract. Estimated Construction Range: More than $10,000,000 for the base and four option periods. Solicitation will issue on or about 16 August 2004. Bids will be due on or about 15 September 2004, 2:00 p.m. local time. Duration of the project is from date of award through 365 calendar days with four option peri ods of each. The North American Industrial Classification System (NAICS) Code applicable to this project is 237310. Small Business Size Standard is $28,500,000.00. This is an UNRESTRICTED solicitation. All qualified business concerns may submit offers . Offers from large business firms must comply with FAR Clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The Fort Worth District subcontracting goals are for specified percentages of the contractors total planned subcont ract amount to be placed with the following: Small Business, 57.2%; Small Disadvantages Business, 10%; Women Owned Small Business, 10%; Service Disabled Veteran Owned Small Business, 3.0%; and HUBZone Small Business, 3.0%. The plans and specifications wil l be placed on Compact Disk (CD-ROM) and will be provided free of charge on the issue date. Plans and specifications will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5 inch diskette, CD-ROM and/or the I nternet. However, the Government reserves the right to use only the Internet as notification of any changes to this solicitation. It is therefore the contractors responsibility to check the following address daily for any posted changes to this solicitat ion.
