- This is a Sole Source Procurement: The Contractor possesses the knowledge and experience needed to develop the collections, receipts and cost recovery accounts, guidance and training with the Department of the Interior, Bureau of Land Management (BLM). The Contractor is very skilled with the BLM Budget. This notice of intent is not a request for competitive quotes. However, the Government will consider all responses received by the response date stated . Statement of Work The contract period is August, 2004 through August, 2005 The work will be performed in the Washington Office Budget Group, Bureau of Land Management (BLM), Washington, D.C. The contractor will provide the following types of services and work products to the BLM Budget Group: 1. Develop guidance on BLM non-appropriated and collections and receipts, that includes, training select BLM Budget Group staff in various aspects of BLM collection and receipts accounts and non-appropriated accounts by providing the staff with an in-depth understanding of technical aspects of how they are integrated into the budget process from the BLM level, to Department of the Interior (DOI) level to Office of Management and Budget (OMB) and the relationship to congressional and overall government fund scoring. 2. Develop an automated system for tracking/reporting planned full-time equivalent (FTE) and FTE usage that would both meet the requirements of the DOI and internal BLM needs. 3. Develop a legislative and appropriation history of all BLM appropriations and activities/subactivies that provides the origination data and rationale for establishment, legislative/appropriation history and references, flow diagrams of financial/budgetary operation of the account within BLM and external to BLM and other pertinent information to establish a complete understanding/history of the accounts and their operation. 4. Review BLM?s Budget Office budget execution operating systems and protocols of instruction with the DOI, OMB, and prepare and offer continuous improvement proposals/processes. 5. Prepare operating manuals/handbooks for BLM non-appropriated and receipt/collection/cost recovery accounts. Develop a plan to make certain BLM receipt estimates fully support the BLM budget including: (a) reviewing factors affecting revenues collected by BLM operations, (b) understanding procedures for recording collections by the BLM Collections and Billing System, and (c) documenting accounting procedures that determine how revenues are reported to Treasury and in the BLM financial statement. 6. Develop a source/reference system or research process that can be used to research legislative/appropriation histories of appropriations/accounts. 7. Develop a plan to provide for the flow and mapping of financial data to support the preparation of budget schedules required by MAX and for the budget justifications.
