Description
The Bureau of Reclamation intends to negotiate on a competitive basis a requirement to replace and upgrade the control system used to measure and regulate flows delivered to operating experiments in the hydraulic laboratory. The laboratory is used to perform site-specific hydraulic model studies and carry out experiments related to Reclamation's applied research program. Contractor must design and install a system for measuring and controlling the flow rate of water delivered to operating experiments served by the fixed flow delivery system in Reclamation's hydraulic laboratory. The system shall be installed during the period September1 to October31, 2004 and provide personnel the capability of accurately measuring discharge into experiments and providing automatic control of flow rate or water level in operating experiments. The system provided shall have the following capabilities and characteristics : [ There are 20 specific items presented here that Reclamation will provide to interested parties who contact the POC below and request such information.] Contract Deliverables are as follows: (1) working control system; (2) documentation of system capabilities; (3) drawings showing as-built installation of electrical equipment and control hardware (paper copies and electronic versions in AutoCAD 2004 or later format; (4) user's manual for system operation (20 paper copies and one electronic copy in MS Word format; and (5) documentation necessary for compliance with all information technology (IT) security requirements Any firm that believes it can furnish the items described above are encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished, in sufficient detail to demonstrate the ability to comply with the above requirements. All responses received within 7 days of the date of publication of this synopsis will be considered by the Government. Responses should include the firm's business size [e.g. small business, other than small business] in accordance with the size standard: 500 employees for North American Industry Classification System (NAICS) Code 334513.
