Description

GENERAL: The National Park Service, Department of the Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of the Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov Paper copies of the solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF. Specifications will be available in Adobe PDF format, and drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. PROPOSED ISSUE DATE: Mid-August 2004 TITLE OF PROJECT: Repair Structural Condition DESCRIPTION: The work of the contract is at Federal Hall National Memorial, 26 Wall Street, New York, NewYork. The work involves the installation of underpinning and foundation stabilization measures involving mini-caissons and masonry anchors, and foundation supports and repairs. The replacement of the building HVAC system, temperature control system, and conversion to a steam utility system. Electrical upgrades and replacements. Replacement of the fire detection system and revisions to the fire suppression system. Structural repairs to existing masonry. Repair, restoration, and replacement of architectural finishes and construction of new partitions. Renovation of public restrooms. Masonry cleaning. Elevator rehabilitation. TYPE OF PROCUREMENT: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical approach and capability as well as price in its evaluation and selection of the successful offer. ESTIMATED PRICE RANGE: More than $10,000,000 but less than $12,000,000 TIME FOR COMPLETION: 365 calendar days. Note: A notice to proceed is expected to be issued in early November 2004 to allow development and submission of shop drawings. On-site construction will not start until December 1, 2004 and is expected to last 365 days. During November 2004 the National Park Service will be relocating a majority of materials and personnel from this building. PROPOSAL RECEIPT DATE is approximate; actual date will be established at the time of solicitation issuance. All responsible sources may submit an offer that will be considered.
