Description
A site visit will be scheduled approximately two weeks after issuance of the RFP. Offerors are advised to periodically check the FedBizOpps and the NAVFAC E-Solicitation websites for further information on the site visit. A pre-proposal conference will not be held. The work includes (1) the design and construction of a new 477-student capacity high school building and (2) the modified-design and construction of a new 850-student capacity Elementary and Middle School at Naval Forces Marianas Support Activity, Guam. (1) High School: The reinforced concrete/steel high school is to include general purpose classrooms, general science rooms, biology classroom, physics classroom, chemistry classroom, business education classroom, Junior Reserve Officer Training Corps program area, compensatory education classrooms, communication impaired classroom, English as a second language classrooms, talented and gifted (TAG) classroom, art studios, industrial technology area, music studio, computer laboratories, technology service center, occupational/physical therapy classroom, case study committee office, cooperative work experience office, school psychologist office, learning impaired classroom for moderately to severely handicapped students, information center/library, gymnasium, sports fields, multipurpose room/cafeteria w/kitchen and stage, school administration/office cluster, health/nurse room, teacher workrooms, school counseling center, supply/storage area, janitorial workroom, and support rooms. The building(s) shall include spaces for toilets, corridors, wall lockers, janitor closets, mechanical, HVAC, electrical and communication spaces. Each classroom shall include a teaching wall, tackboards, whiteboards, television/monitor wall mount, telephone connection, sink with attached bubbler, ceiling-mounted pull-down projection screens, and built-in cabinets. Cable and closed circuit TV, intercom, public address, clock, bell, communication and local area network systems shall be included. A large conference room shall have teleconferencing capabilities. Underground utilities and external communications shall be provided as required for the site. Site improvements shall include a bus area, car parking, access roads, and walkways. Facilities shall be designed in accordance with DoDEA Educational Specifications, Anti Terrorism/Force Protection standards, Americans with Disabilities Act Accessibility Guidelines, National Fire Protection Association Life Safety Code, Standards of Seismic Safety for Federally Owned Buildings, and energy conservation standards. (2) Elementary/Middle School: The Pre-K through Grade 5 Elementary School shall contain pre-kindergarten classrooms, kindergarten classrooms, general purpose classrooms, art classrooms, an earth science classroom, music classrooms, a Preschool Children with Disabilities area, reading recovery classrooms, computer labs, a technology service center, a compensatory education classroom, a talented and gifted classroom, a culture classrooms, and learning impaired classrooms for both mildly to moderately handicapped and moderately to severely handicapped students. The Grade 6 to 8 Middle School shall contain general purpose classrooms, art classrooms, general science classrooms, a music studio, computer labs, TAG classroom, culture classroom, and learning impaired classrooms for mildly to moderately and moderately to severe handicapped students. The building(s) shall include spaces for toilets, corridors, middle school wall lockers, janitor closets, mechanical, electrical and communication spaces. Each classroom shall include a teaching wall, tackboards, whiteboards, television wall mounts, a telephone, a small sink with attached bubbler, and built-in cabinets. Heating ventilating and air conditioning, cable TV, closed circuit TV, intercom, InFocus capability, public address, clock, bell, communication (wire and fiber optics) and local area network systems shall be installed. The large conference room shall have teleconferencing capabilities. Sidewalks shall have curb cuts at all intersections with roadways or driveways. The building(s) must meet all U.S. life safety, fire protection, energy conservation standards and local Anti Terrorism/Force Protection guidelines. Provide space for possible future classroom building expansions for each of the schools. Underground utilities and external communications shall be provided as required for the site. Site improvements shall include a bus area, car parking up to a maximum of 206 spaces, access roads and walkways. Playground shall include track, field, hard surface and developmentally appropriate playground equipment areas. Operational Maintenance Service Instruction manuals will be provided. Specifications for both the High School and Elementary/Middle School projects include requirements for the CorKey locking system, manufactured by CorKey Control Systems, Inc. The contract is anticipated to have the High School as the Base line item and the Elementary/Middle School as a pre-priced Option line item. The contract performance period is 510 calendar days for the High School, and 510 calendar days for the Elementary/Middle School. The total budget ceiling is $58,000,000.00 (High School budget ceiling - $24,000,000.00; Elementary/Middle School budget ceiling - $34,000,000.00). A contract resulting from this solicitation is subject to Congressional authorization and appropriation. Estimated range from $25,000,000 to $100,000,000. THE 2002 NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236220 AND AVERAGE ANNUAL RECEIPTS $28.5 MILLION OVER THE LAST THREE FISCAL YEARS. This procurement is UNRESTRICTED. This is a best value, source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the best value to the Government from a technical and price standpoint. Price is considered approximately equal to the technical evaluation factors. Technical evaluation factors are as follows: (1) BUILDING DESIGN; (2) PAST PERFORMANCE; (3) QUALIFICATIONS/EXPERIENCE; (4) MANAGEMENT PLAN/PROJECT SCHEDULE AND (5) SMALL BUSINESS UTILIZATION. The Request for Proposal (RFP), CD-ROM only, will be available on or after August 16, 2004 for a non-refundable charge of $67.92. Be sure to include the cardholder's name, account number, and expiration date in your request along with your company name, mailing address, telephone number, facsimile number, RFP No., and project title, and whether the solicitation will be picked up at the Contracting Office. Also indicate if you are prime, subcontractor, or supplier. Mark the front of the envelope with the RFP No. Allow at least ten days for mailing from the date your request is received. Companies wanting the RFP to be sent via air express service must furnish their completed express service airbill label with the recipient's name, telephone no., company name, address, company's account no., and type of delivery filled in. Failure to provide any of the above information, as indicated, may delay the processing of your request and is at no fault of the Government. Further, DAPS will mail, via US Post Office, any requests for express mail that are submitted incorrectly. Please note that the DAPS planholder?s list may not be all inclusive. ANY REQUEST FOR SOLICITATION RECEIVED WITHIN 10 WORKING DAYS PRIOR TO THE CLOSING DATE WILL BE PROCESSED IN ACCORDANCE WITH THE ABOVE PROCEDURES. HOWEVER, THERE IS NO GUARANTEE THAT THE RECIPIENT WILL RECEIVE THE SOLICITATION PRIOR TO THE CLOSING DATE. AMENDMENTS WILL BE POSTED ON THE WEB SITE http://www.esol.navfac.navy.mil TO THE MAXIMUM EXTENT POSSIBLE FOR DOWNLOADING. THIS WILL NORMALLY BE THE ONLY METHOD OF DISTRIBUTING AMENDMENTS.
