Description
This synopsis/solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on-Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO in unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis/solicitation for commercial items (brand name or equal) prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. FAR Subpart 13.5 will be used. The Naval Surface Warfare Center, Dahlgren Division, intends to procure a LINK eOffice System (brand name), a process a! utomation and workflow system, for the Center for Surface Combat Systems (CSCS) Security Assistance/International Programs (SA/IP) office, as offered by General Dynamics, or an equal product meeting the following specifications/characteristics: (1.0 - Scope) The contractor shall provide a process automation and workflow system for the Center for Surface Combat Systems (CSCS) Security Assistance/International Programs (SA/IP) office. (2.0 - Requirements) The contractor shall provide qualified personnel, materials, facilities and equipment necessary to operate and maintain a full-service environment. The system shall offer the fully integrated features of collaborative document review; generation of ?taskers? and action items for workload management; on-line archival storage and retrieval of all related training material; ?on-the-fly? tailoring features for instantaneous modification of system features; user controls for authentication and access restrictions; interface with t! he customers outlook e-mail system as well as providing a Mail Application Program Interface (MAPI) for offering full e-mail service when the customers outlook system is not available. (2.1 - Collaborative Document Review and Archival Storage) The document management system shall provide for an automated inventory of documents, which shall be made available for download, electronic routing, and archiving. Document types supported shall be of any format, style, configuration and application. The document search capability shall be easy to access and operate, provide for quick download (normal expected internet speeds), offer unrestricted document size handling and provide the mechanism for retrieval on a variety of meta-data information. The document management system shall be connected to e-mail so that users can be notified automatically when a new document has been uploaded into the system. The e-mail notification shall be through the users normal e-mail service and not! through a separate e-mail system. The system shall provide for the ability to notify different user groups based on the type or nature of the document that has been uploaded into the system. Documents shall be searchable by subject, type of document, author, number, document date, document entry date, and/or a variety of keywords that can be tailored as required. Document entry shall be assisted as much as possible by pull-down menus that provide a list of options for filling meta-data fields associated with the document entry. Individuals entering documents shall have the ability to establish who has the authority to edit or view each document entered. The system shall perform data entry checks to ensure that all mandatory fields are filled and the user shall be notified, via field highlighting, and shown exactly what information has not been provided. Users shall be prevented from saving documents into the system until all mandatory fields have been completed. The sy! stem shall provide an automatic version control capability that will keep track of document versions. The user shall be provided the option of either overlaying an existing document or activating the version control capability to generate successive versions of any document in the system. The document manager shall electronically incorporate proven processes for distributing, routing and obtaining sign-off on all training materials. Electronic signature capability shall be utilized to provide document approval and to control the moving of a document to the next review level. The document manager shall automatically accept the customer?s current review and approval information that is contained in an MS Access database and make this previous information part of the historical data in the system. (2.2 - Action Item Tracking and Workload Management) The Action Item Tracking system shall provide an electronic document trail of Action Items that can be reviewed, worked on, rep! orted and edited while logged into the system. Actions shall be assignable to multiple individuals through the use of a pull-down menu. The system shall provide for multiple levels of assignment including ?for action?, ?information only?, and ?review and hold?. The Action system shall be interfaced with e-mail so that each assignee receives an electronic notification when new actions are assigned or become overdue. This notification shall be accomplished through the users normal e-mail service and not through a separate e-mail system. Files and/or documents shall be easily attached to actions for simple access when reviewing. Each action assignee shall be provided a unique and private review comment area where information can be saved and accumulated until such time that the assignee wants to make them public. A simple move capability shall enable each assignee to place their comments in a publicly viewable area when they choose to do so. Action Items shall be easy to ! enter into the system with data entry fields offering pull-down menus, that provide a list of choices, wherever possible. The system shall perform data entry checks to ensure that all mandatory fields are filled and the user shall be notified, via field highlighting, and shown exactly what information has not been provided. Users shall be prevented from saving actions into the system until all mandatory fields have been completed. Actions shall be easily searchable through a selection filter, which will offer the user the ability to specify a single field, or combination of fields, that make up the action item database. In this manner, action item reports can be tailored allowing each user to report on only those actions desired. The action tracking system shall offer a full range of reports and graphic presentations of actions. Report types shall range from summaries of actions by organization, to full action descriptions on a one-per-page print format. The action syste! m shall be integrated with the document management system to provide for easy workflow of document reviews and to associate actions or taskers with specific documents. Security features shall be provided to restrict the viewing of actions to select individuals, groups, codes and/or organizations as desired. Workload management shall be provided to allow a select group of users the ability to display quick metrics on the organizations, codes and/or individuals that are initiating or receiving the majority of actions and taskers in the office. In addition, the workload manager shall identify metrics on an individual-by-individual basis that show work that is past due (0-10, 10-20, and 20-30 days late) and work that is coming due (0-10, 10-20 and 20-30 days before due). (2.3 - System Tailoring Features and Authentication Controls) Provision shall be made for system tailoring features that will enable select personnel to modify the configuration of the applications without al! tering the source code. Tailorable features shall include the contents of all pull-down menu?s in the system including organizations, codes, groups, individuals, keyword bins and contents, document upload directories and the application features that will be presented to the users. User authentication shall support at least 10 levels of authority that vary the allowable user controls from strictly ?view only? to limited generation capability to full system administrator functionality. The system administrator shall be given the full authority to utilize any of the tailoring utilities in the system. (2.4 - Mail Interface and MAPI Capability) The system shall ensure that all notifications of new (and expired) actions, taskers and document notification will be made through each user?s normal e-mail account through their normal e-mail system. In this manner users will be notified of items without having the requirement of checking the system each day for work to be accomplishe! d. However, the system shall also offer a Mail Application Program Interface (MAPI) so that users can send mail directly from the e-office system even when they do not have access to their own e-mail system. Mail capabilities shall include, but not be limited to: To: address, Cc: and Bcc: addresses, Subject line, and Document Attachments. (2.5 - Engineering Services) Subject matter engineering services shall be provided to maintain, operate, and enhance the system. This effort shall entail the ongoing operation of the hardware and software, daily incremental and weekly full backups of the system, periodic and selective burning of documents to CD?s and telephone tech support. In addition, the contractor shall make systems engineering services available on an as-needed basis to support the review, discussion and consideration of other processes that can be automated as part of the system?s overall capability. This service shall be provided on an hourly basis as required. (3! .0 - Products and Services) Products and Services to be delivered under this task include: Fully operational and working environment that houses the system; Fully tailored instantiation of the e-office product populated with initial users, organizational structure, keyword groups and keyword lists; Training sessions (2 half-day sessions) for an unlimited number of users to include training documentation; Training sessions (2 half-day sessions) for the system administrator(s) identified by the customer to include training documentation; On-line help; and 8AM ? 5PM telephone support. This acquisition will occur via a Firm Fixed-Price contract with a base period of Twelve (12) months plus (2) two, one (1) year options, for a total performance period of thirty-six (36) months, if all options are exercised. All items shall be delivered and accepted FOB-Destination to the Center for Surface Combat Systems (CSCS) Security Assistance/International Programs (SA/IP) office. The CSC! S is a tenant command located at the Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Virginia 22448. The LINK eOffice System (brand name) or equal is required to be up and operational no later than 14 days after contract award. This solicitation number is N00178-04-R-2031. It is issued as a Request for Proposal (RFP). This solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circulars 2001-24 (19 Jul 2004) & Class Deviation 2004-00001, and DFARS Change Notice 20040625. The NAICS Code associated with this procurement is 541519. All offerors must include a completed copy of FAR 52.212-3 Offeror Representations and Certifications - Commercial Items, and DFAR 252.212-7000 Offeror Representations and Certifications - Commercial Items, with their quotes. 52.212-2 Evaluation - Commercial Items - (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conf! orming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the offer to meet the Government requirement; specifically, the brand name product or equal is required. Offers submitted on the basis on an ?equal? product shall provide a matrix comparison, by SOW paragraph above, of the ?equal? product to the brand name product to demonstrate that the product meets the required specifications and characteristics; (ii) past performance; and (iii) price. Technical capability and past performance are essentially equal, and when combined, these two factors are twice as important as the proposed price. The following FAR and DFARS provisions and clauses apply to this acquisition and are incorporated by reference: FAR 52.212-1 Instructions to Offerors - Commercial Items, FAR 52.212-4 Contract Terms and Conditions - Commercial Items, and FAR 52.212-5 Con! tract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items, subparagraphs (a), (b)(1), (b)(7), (b)(14-19), (b)(24), (d), and (e). Finally, DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items subparagraphs (a), (b)(252.225-7012), (b)(252.227-7015), (b)(252.227-7037), (b)(252.232-7003), (b)(252.243-7002), (c), and DFARS 252.204-7004 Alternate A, and DFARS 252.209-7001 Disclosure of Ownership or Control by the Government of a Terrorist Country applies to this acquisition. The closing date for receipt of quotes is 2:00 p.m. EST, 16 August 2004.
