Description
The Environmental Protection Agency is soliciting proposals to provide Chemical Engineering technical support and other support services to fulfill the requirements of the Toxic Substances Control Act (TSCA), the Pollution Prevention Act of 1990 (PPA), and any other Executive Order or legislative requirements in support of the Office of Pollution Prevention and Toxics, in support of the EPA's Office of Pollution Prevention and Toxics (OPPT), Economics, Exposure and Technology Division (EETD), Chemical Engineering Branch (CEB). The objectives are: (1) preparation of draft initial review engineering reports for new chemicals EPA reviews under TSCA; (2) preparation of quality certified generic scenarios for estimating exposure and releases for a particular category of chemicals processed or used in a specified industry; (3) general support for environmental release assessment, evaluate the methods of manufacture, processing, and uses of an existing or new chemical substance, including microorganisms, to quantify the routine and accidental releases of substances to the environment; (4) general support for occupational exposure, evaluate the operations involved in the manufacturing, processing, and use of existing or new chemical substances including genetically engineered microorganisms in order to characterize occupational exposure; (5) development of ChemSTEER and other computerized assessments and database supports, provide assistance in the continued development of the Chemical Screening Tool for Exposure and Environmental Releases, and other computerized assessment tools; (6) support the peer review requirement; (7) use cluster and other ranking systems, technical support in the areas of chemical ranking and prioritization; (8) technical support for OPPT's Green Engineering, Design for the Environment and other pollution prevention programs; (9) technical support in the areas of exposure and release assessment research; (10) general outreach and presentation support; (11) industrial site visits; and (12) support for regulatory development. One contract is anticipated to result from the Request for Proposals (RFP). The contract will be a Cost-Plus-Fixed-Fee (CPFF) type with one (1) 12-month base period of performance and four (4) 12-month option periods of performance for an estimated total of 77,000 hours (basic quantity per each 12-month period of performance of 15,400 hours) and 38,500 hours of optional quantity (optional quantity of 7,700 per each 12-month period of performance). The North American Industry Classification System (NAICS) Code for this effort is 541690. It is anticipated the solicitation will be released on or about August 13, 2004. Proposals will be due approximately 30 days following the issuance of the solicitation.
