Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (U.S. EPA) Office of Radiation and Indoor Air (ORIA) Radiation Protection Division (RPD) Center for Radiation Site Cleanup intends to award fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items, FAR 52.212-2, Evaluation-Commercial Items, FAR 52.212-3, Offeror Representations and Certifications-Commercial Items and FAR 52.212-4 Contract Terms and Conditions-Commercial Items, apply to this acquisition. The Government will award a Purchase Order resulting from this solicitation to the responsible small business whose offer, conforming to the solicitation provisions, will be the most advantageous to the Government, cost and other factors considered. BACKGROUND. This acquisition intends to assist Superfund Remedial Project Managers (RPMs), On-Scene Coordinators (OSCs), their supporting Contractors, and others in conducting treatability studies on radioactivity contaminated soils prior to making decisions concerning soil treatment and final disposition. This report will only present information specific to radionuclides and soils. In addition, this report will collect valuable site-specific information to demonstrate which of the available technologies are effective, economical, and best suited to a specific site's cleanup and Superfund remediation goals. This entire process will be outlined in a series of flow charts to provide an overview of treatability studies and further indicate when key considerations appear during this time-oriented sequence of events. PURPOSE. The purpose of this acquisition is to obtain Contractor support to review and update the Draft Guide for Conducting Treatability Studies for Soils Contaminated with Radionuclides and Mixed Waste. The Contractor shall perform a literature search of peer-reviewed references, government documents and websites from EPA, other U.S. Government agencies, universities, commercial manufacturing and foreign sources, on Conducting Treatabililty Studies. The Contractor shall focus on the latest information on processes, protocols and terminologies on conducting treatability studies. The Contractor shall summarize the literature search information update the Draft Guide for Conducting Treatability Studies for Soils Contaminated with Radionuclides and Mixed Waste. The work outlined in this SOW does not duplicate any work done previously or known to be currently in process within the Agency. TASKS. TASK 1. The Contractor shall perform a literature search of peer-reviewed references, Government documents and websites from EPA, other U.S. Government agencies, universities, commercial manufacturing and foreign sources, on Conducting Treatabililty Studies. TASK 2. The Contractor shall summarize the literature search information and update the Draft Guide for Conducting Treatability Studies for Soils Contaminated with Radionuclides and Mixed Waste. TASK 3. The Contractor shall revise the Draft Guide for Conducting Treatability Studies for Soils Contaminated with Radionuclides and Mixed Waste, from Task 2, based on the EPA's comments and submit a final version. The Contractor shall focus on natural attenuation for radioactively contaminated sites, use of soil separation and washing, and phytoremediation. Under this task, the Contractor shall complete work on the non-radiation portion of the Draft Guide for Conducting Treatability Studies for Soils Contaminated with Radionuclides and Mixed Waste. The Contractor shall add a section to the guide that describes the relationship between risk-based cleanup levels and the best available technologies. The Contractor shall provide user-friendly charts and matrices to communicate important points where appropriate. EVALUATION FACTORS. The Government intends to make award to the responsible Offeror whose offer conforms to the Request for Quote (RFQ) and is most advantageous to the Government, cost and other factors considered. For this RFQ, all evaluation factors other than cost or price, when combined, are significantly more important than cost or price. I. Technical Merit/Expertise. The Offeror shall demonstrate thorough knowledge and experience in the characterization and installation; performance and assessment; and testing and monitoring of remediation technologies for radionuclides. The Offeror shall demonstrate thorough knowledge and experience in evaluating and assessing contaminant fate and transport reaction models. II. Past Performance. The Offeror shall demonstrate experience relevant to each task including experience with environmental impact assessments, applicable Federal and State Environmental Laws and Regulations, as well as working experience with groundwater resources evaluation, management, and monitoring programs. III. Key Personnel. The Offeror shall demonstrate the staffing and management approach for all tasks, including education, relevant experience, certifications, and capabilities of the personnel proposed by the Offeror to demonstrate their approach for developing professional publications in the field of remediation technologies at radioactively contaminated sites, environmental chemistry, monitoring, testing and instrumentation. IV. Cost/Price. The Government's estimated level of effort for this requirement is 315 hours. QUOTE SUBMISSION INSTRUCTIONS. The Offeror shall prepare a succinct project plan which demonstrates an understanding of the Statement of Work (no more than 10 pages, not including resumes). The Offeror shall identify key staff proposed for this requirement. For the labor category of Project Manager, the Offeror shall describe qualifications, education and experience of managing projects similar in nature. The Offeror shall also provide three references who can evaluate performance based on similar requirements. The Offeror shall also include a cost proposal, including a labor-hour quote with a ceiling price for this requirement. The Offeror shall include proposed amounts for any indirect costs and other direct costs. Copies of the project plan and cost proposal shall be submitted electronically to Contract Specialist Jami Rodgers at rodgers.jami@epa.gov and COR Edward Feltcorn at feltcorn.ed@epa.gov by the response date. Any firm that believes it is capable of meeting EPA's requirement stated herein may submit a proposal, which if received by the response date of this announcement will be considered.
