Description
SOURCES SOUGHT FOR A/E DESIGN-BUILD SERVICES FOR PROJECT GREEN This is a Sources Sought Notice (not a request for either a quote or proposal, or an invitation for bid). The intent of this notice is to identify potential small business (SB), small disadvantaged business (SDB), womean owned (WO),8(a), very small business (VSB), HUBZone small business (HSB) and/or service disabled veteran-owned small business (SDVB) firms to provide A/E design-build services. The Potomac Service Center is interested in gathering information on qualified firms to compete on a Design-Build project to replace and repair the electrical power distribution system for a major Data Processing and Telecommunication Center for one of its customer agencies located in the Washington, DC, Metropolitan Area. [SEE DRAFT SOW BELOW] The facility is considered ?Mission Critical?; therefore, all vital utility systems, including the electrical power, cannot be interrupted or disturbed without proper planning and coordination. The space consists of approximately 130,000 square feet. See attached draft statement of work. The applicable NAICS are 541310 and 236220, with a size standard of $4.0 and $28.5 million respectively. Any interested firms capable of providing these services must submit the following qualification elements: (1) Proof that the firm is cleared to SECRET level and indicate CAGE number; (2) Number of employees cleared to SECRET level; (3) Sample of past performance of a complex phased out project and how the electrical power was upgraded under multiple fiscal year funding; (4) List of 3 projects successfully completed during the past 5 years that are similar in size and complexity to this project; (5) Demonstrate that assigned staff will be from the Washington Metropolitan Area; and (6) Small business status certification from SBA. The information provided will be the basis for the Government?s decision to establish this requirement under a small business set-aside. Interested parties MUST be registered in the Central Contractor Registry (CCR) as prescribed by FAR Clause 52.232-33. CCR can be obtained by accessing the Internet at www.ccr.gov or by calling 1-888-227-2423. This notice is for Market Research purposes only and does not constitute a Request for Quote or Request for Proposal; and it is not considered to be a commitment by the Government, nor will the Government pay for information solicited. No basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. DRAFT STATEMENT OF WORK: Project Name: Project Green GSA's National Capital Region is interested in gathering information on qualified firms to compete on a Design-Build project to replace and repair the electrical power distribution system for a major Data Processing and Telecommunication Centers for one of its customers agency located in Washington DC Metropolitan Area. The facility is considered "Mission Critical"; therefore all vital utility systems including the electrical power cannot be interrupted or disturbed without proper planning and coordination. Outline Scope of Work: The contractor shall provide all design, engineering, construction, and project management services required to upgrade the power distribution at a U.S. Government mission critical installation. The contractor shall develop the most economical and practical means necessary to upgrade the power distribution at this facility with minimum disruptions to the end users. The scope of services includes, but is not limited to, replacement of the switchboard, UPS, Generators, Panels, Fuel System, and existing aluminum wiring. The contractor shall develop a detailed multi-year phasing funding plan to allow replacement of the system(s) based on critical need, funding availability, and tenant phasing requirements. Engineering and construction tasks shall include, but not be limited to the following: 1.Phasing and funding plan. 2.Bid process (minimum 3 bidders per discipline), construction management, and participation in inspection/commissioning process. 3.Preparation of as-built drawings, O&M Manuals, Training, and project closeout documentation. Qualified bidders shall provide detailed power distribution system evaluation report, work plan with detailed phasing schedule with budget estimate; design, engineering, construction, and project management services required to upgrade the power system at the facility. The Government?s intent is to develop the most economical and practical means to upgrade the power distribution for an existing 130,000 SF data processing facility. The scope of services includes upgrading or replacement of electrical systems switchboards, UPS, Generators, Panels, Fuel System, and all aluminum wiring. The project must be phased as follows: ?Phase-1: Preparation of existing system evaluation report, development of list of repairs and replacement recommendations with preliminary budget estimates. ?Phase-2: Preparation of Work Plan to include but not limited to: oProject Narratives, oConstruction Drawings, oSpecifications, oProject Construction Phases, oProject Schedule, oBudget ?Phase-3: Pre-bid, preparation of bids form and invitation to bids to at least 3 qualified bidders specialized in this type of work. ?Phase-4: Construction of the pre-defined repairs and replacement phases pending availability of funds over the next 2-3 years. Security Requirements: The General Contractor (GC) and all subcontractors must have a Facility Security Clearance at the SECRET level with the ability to process and store classified information. The GC and subcontractors shall have a team of cleared employees ready to start working once a notice to proceed is issued to avoid delays in the design and construction phases. The Government Agency will establish the security criteria for this project. This will include, but not be limited to, the security clearance requirements for the design and construction process. The Government Agency may provide an alternate document to PBS 3490.1. Interested bidder must submit the following: 1.Firm's CAGE Number 2.Documentation of Facility Clearance Level 3.Documentation of authorized processing and safe guarding of classified documents Project Commissioning: The Government will hire an independent commissioning agent to assist the Government throughout the design, construction, and acceptance testing of all systems included in the project. Bidders Qualifications: The General Contractor (GC) and all subcontractors must have a minimum of 10 years of experience in the design and construction of electrical power distribution for Mission Critical Applications. The contractors shall have extensive experience in the development of phasing plans and outage coordination to ensure a minimum disruption to on-going facility operations. Submit the following: 1.List of at least 5 similar projects in size and type completed by the firm during the last 5 years with references for each project. List point of contacts, phone numbers, e-mail addresses. 2.Bidders must have active offices within 100 Miles radius from Washington DC to provide the required human resources needed to perform and manage the actual work. Schedule: 1.Site Investigation & Design Phase: 9 Months (FY-04/05). 2.Construction: Multi fiscal years (depending on funding availability), Starting FY-05.
