Description
NASA/KSC has a sole source requirement for 1 ea, DUREL, Duramin-A300, 110-220V/50-60 Hz; 1 ea, DURPC, Duramin PC; 1 ea, HALFO, Specimen holder for 4x40 mm; 1 ea, HALQU, Single specimen holder for 30mm; 1 ea, HOTEN, 10x Objective lens; 1 ea HAKNE, Knoop Indenter; 1 job, TRAIN111, On-site Training. NASA/KSC intends to purchase the items from Struers, Inc. The Struers Duramin A-300 meets the specific requirements which must be met in order to effectively perform precise, repeatable macro- and microhardness testing related to failure analyses. No other system has been found to meet the requirements. The requirements are as follows: 100g to 30kg load 2 machines in one-micro and macro, overview camera instead of eyepiece to allow image freeze and work with live sample, ability to set stop function when effective case depth is reached, automatic spacing of indents according to ASTM specifications, etched surfaces can be read, query system for easy identification of desired data, and quick and easy exchange of indenters. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. local time on 8/3/2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
