Description
The Centers for Medicare and Medicaid Services intends to award under Simplified Acquisition Procedures, on a sole source basis a firm fixed price award to National HBCU Research Network for Health Services and Disparities, Post Office Box 549, Bowie, Maryland 20708. The purpose of this project entitled ? A Community Based Obesity Self Management Education Intervention Project for the use in the African American Community? is the contractor will identify one urban and one rural HBCU to implement a community based obesity self management education intervention program for use in the African American community. Approximately 250 persons from each site will participate in the project. The project will target African Americans ages 25 to 65 years who are obese or at risk for developing obesity. Factors for the selection of HBCUs to implement the project will include (but not necessarily be limited to) the organization?s apparent capacity to carry out the program, the availability of health professionals or students (such as affiliation with a medial or nursing school) to provide the labor needed for the program, and the proximity of the organization to appropriate sites for the project. The contractor will establish collaboration agreements with subcontractors. The goal of this procurement is to develop an understanding of the effectiveness of a community-based obesity self-management education intervention with members of the African American community. According to the literature, such programs have been shown to be generally effective, but depend upon collaborative models of care. The objectives of the contract are to 1) determine the knowledge of African Americans about obesity, 2) provide information about obesity, 3) discuss the factors contributing to the development of obesity, 3) describe strategies for self management and preventing obesity, 4) describe strategies for preventing complications of obesity, and 5) measure the impact of the project by developing a follow-up evaluation at 3 and 6 months after the intervention to determine their progress on the participant?s behavior associated with addressing obesity. The program will include features that allow for an evaluation that determines (but is not necessarily limited to) retention of information received during the education component of the program and adherence to guidelines as presented in the education component of the program. All responsible sources may submit capability statements, which shall be considered by the agency in accordance with the requirements in the synopsis.
