- The Virginia Contracting Activity (VaCA) on behalf of the Defense Intelligence Agency intends to award a sole source contract in support of the Agency?s Joint Military Intelligence Training Center (JMITC) for Open Source Intelligence Training and Instructions to Open Source Publishing, Inc. located at 100 Dry Mill Road SW, Suite 101, Leesburg, VA 20175. The contract will provide development and refining of training concepts, courses, training materials, and to provide classroom and technology-based instructions to improve defense exploitation of open sources of intelligence. The performance period will be for 12 months. The contractor shall have a Top Secret SCI clearance at time of contract award. This requirement is restricted to small business participation only. This notice is not a request for competitive quotations/proposals. Responses to this synopsis should reference PR 240/0087Z/04. Interested parties have 5 business days from the publication date of this synopsis to submit their qualifications-capabilities. Such qualifications-capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses should be submitted by e-mail to juanita.jones@dia.mil. Vendors must be registered in the Central Contractor Registration (CCR) database to be considered for award of a contract with this Agency. A determination by the Virginia Contracting Activity not to compete this proposed procurement on a competitive basis, based on responses to this synopsis, is solely within the discretion of the Virginia Contracting Activity.
