- Description
- The U.S. Department of Energy (DOE), Oak Ridge Office (ORO) is seeking an Expression of Interest (EOI) from prospective contractors who may be interested in competing, on a full and open basis, for the contract to manage and direct programs of the Oak Ridge Institute for Science and Education (ORISE). ORISE is a DOE facility focusing on science and education initiatives to: assess and analyze health risks from occupational hazards; independently assess and verify environmental cleanup; respond to radiation medical emergencies; support national security and emergency preparedness; and support development of the future technical workforce. This announcement is part of market research and anticipated responses are sought to identify sources that have the comprehensive knowledge, skills, and capacity to meet the overall requirement for implementing a diverse scope of work. DOE is currently preparing its solicitation (Request for Proposal). The contractor will be required to manage and direct programs to support a broad spectrum of programmatic activities that are supportive of the DOE mission. The primary activities include: 1. Epidemiologic research ? Conduct comprehensive epidemiologic studies of current and former DOE and DOE contractor employees whose occupations involve(d) potential exposure to radiation or toxic materials or other populations. 2. Independent environmental assessment and verification ? Conduct environmental assessments, independent verifications of cleanup of radioactively contaminated sites, and develop and disseminate analyses and remediation techniques throughout the DOE complex. 3. Radiation accident management - Manage and conduct programs, studies, and training in radiation accident management through the Radiation Emergency Assistance Center/Training Site. 4. National security and emergency preparedness ? Support national security by conducting emergency preparedness and response training, exercises, and other related activities. 5. Professional and technical training ? Manage, conduct, and develop special training programs in areas such as health physics, medical health physics, and environmental monitoring. 6. Science education programs ? Manage scholarship, internship, fellowship and research participation programs at the high school, undergraduate, graduate, post-doctoral, and faculty levels in science, mathematics, engineering, and other energy related fields. 7. Integration of scientific and technical resources through partnerships and collaborations with academia ? Manage and coordinate cooperative research programs jointly funded by DOE and universities or industry to provide opportunities for university faculty, students, and industrial researchers to conduct research at and with the unique scientific facilities of DOE or others. The work effort discussed above is currently being performed in Oak Ridge and various sites under a cost plus award fee contract which expires on June 30, 2005. DOE anticipates awarding a similar type of contract. In addition, the contractor must maintain certain research, training, educational, and support facilities provided by the Government and contractor. Specific tasks will be assigned in accordance with DOE direction and may include work for DOE and work for other DOE contractors, Federal agencies, and/or non-Federal entities that are related to the mission of the contract. Interested business concerns are requested to submit a statement showing their firm?s experience and capability to perform the above tasks via the DOE Industry Interactive Procurement System (IIPS). Responses to this EOI must be submitted via the DOE IIPS at http://doe-iips.pr.doe.gov/ no later than 8:00 p.m., Eastern time, on August 13, 2004. Interested parties must register via the IIPS web site prior to responding to this EOI. This EOI notice does not constitute a request for formal proposal or a presolicitation notice. This notice is provided as information to the marketplace and is an invitation for an EOI and demonstration of capability to perform the anticipated work. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information. While a future Request for Proposal is anticipated, it is not guaranteed.
