Description
The Bureau of Land Management (BLM) National Science and Technology Center (NSTC) is seeking one or more qualified firms to provide construction administration and inspection support services for miscellaneous projects located throughout the United States on land administered by the BLM. The contracts will be used to augment the capability within the BLM for specific technical construction administration and inspection skill needed in support of the BLM construction program. It is anticipated the Government will award one or more Indefinite Delivery Indefinite Quantity contracts for a period of Base Year plus 4 Option Years. The minimum guaranteed amount for the life of the contract is $5,000 and the maximum amount is $5,000,000 for the life of the contract. This procurement is 100% set-aside for service disabled veterans Construction administration and inspection services shall consist of construction and administrative services on new and existing BLM facilities. Projects include construction administration and inspection of public and administrative facilities; utilities; housing, road, trails and bridges; dams, dikes, canals, boat ramps, pump stations, and water control structures; fences and agates; and various other BLM structures. In addition, services may include project that support the Office of Fire and Aviation. The services required may include but are not limited to the following: 1. Title III Construction Administration/Management: Assist in pre-bid and pre-construction conferences, assist in answering prospective bidders questions during advertisement, evaluate contractor proposals, review submittals, perform on-site progress reviews/observations/inspections, evaluate requests for information and modification, verify and monitor progress payment and payroll documents, material inspection, quality assurance, construction record maintenance, and project commissioning, acceptance and warranty. 2. Project Scheduling and Cost Estimating: Understand construction project scheduling/cost estimating tools, assess impacts to schedules/costs as a result of modifications and proposed change orders of conditions, and ensure compliance with LEEDS certification protocols. 3. Other field studies and analyses related to facility construction administration. Evaluation criteria in descending order of importance are: 1. Demonstrated experience and technical competency of the team in performing construction administration and inspection services on facilities similar to those described above. 2. Professional qualifications of key individual team members. 3. Firm has demonstrated capability to respond quickly, efficiently and cost effectively to the NSTC for various project located throughout the United States on lands administered by the BLM. 4. Demonstrated successful history of quality work and appropriate cost control on Government services contracts. All interested firms are invited to submit a letter of interest and completed Standard Form 330. Responses must be received no later than close of business 3:30 PM, Mountain Standard Time, August 30, 2004 in order to be considered for selection.
