Description
The Naval Sea Systems Command (NAVSEA) anticipates issuing a competitive solicitation N00024-04-R-4425 for the lease/(bareboat charter) of the fleet salvage tug USNS POWHATAN (T-ATF 166) to a U.S. company that can show that it will use the POWHATAN to support offshore salvage and salvage related work, including towing, search and recovery operations, search and rescue operations, laying and recovering mooring legs, laying and recovering beach gear, offshore support operations, firefighting, test program support, oil spill response support, and related missions. The vessel will be leased on an ?As Is, Where Is? basis with a proposed lease award date currently planned for late October 2004. The 7200 H.P. POWHATAN (Length 226 FT) is currently in classification with the American Bureau of Shipping (ABS), is under continuous survey, and has a current Safety Management Certificate (SMC) as well as a current International Ship Security Certificate (ISSC). The vessel also has! a current Certificate of Inspection (COI) and a current Certificate of Documentation (COD), both issued by the U.S. Coast Guard (USCG). The successful lessee must acquire and maintain its own current and updated ABS class certifications, Safety Management Certificate (SMC), International Ship Security Certificate (ISSC), USCG Certificate of Inspection (COI) and Certificate of Documentation (COD), and adequate insurance and demonstrate that it can adequately maintain and operate the vessel over a proposed two (2) year lease period. The Navy will make the T-ATF 166 available for visitation and inspection, upon coordination, during the period of August 16 ?September 3, 2004. A minimum of 48 hours prior notification is required prior to the proposed visitation and inspection by prospective offerors. The solicitation closing date will be provided in the upcoming solicitation N00024-04-R-4425 planned for release Monday, 16 August 2004. Paper copies of the forthcoming amendment or of previous solicitation documents will not be issued.
