Description
Travis AFB is seeking to procure the services of blood products and components transporting and testing, when required, to the Medical Treatment Facility (MTF) at the David Grant Medical Center. Offerors shall be able to provide blood products and test results 24 hours a day, 365 days a year in accordance with the Performance Work Statement. Products shall be delivered within 1 hour of notification for STAT requests and within 24 to 48 hours for routine requests. Products and test results are two separate deliverables. Procedures for donor specimen testing include but are not limited to the following fifteen tests: HbsAg by EIA; Anti-HIV 1,2 by EIA; Anti-HTLV 1,2 by EIA; Anti-HCV third generation (3.0) by EIA; Anti-HBc (Core) by EIA; STS: Automated MHATP or FDA approved method for donor samples; Antibody Screen; ABO/Rh Typing; HIV 1 Antigen; CMV; HIV and HCV by Nuceic Acid Testing (FDA approved NAT); FDA approved confirmatory test for repeat reactive viral markers; Bacterial detection for platelets; Serological work-ups; and Compatibility testing. Test results must be provided within 48 hours after receipt of products at MTF Blood Bank. New medical testing shall not be introduced without prior recommendation and approval of the medical facility?s Commander and the Contracting Officer. Confirmation tests to verify positive results obtained during routine testing will be included as part of the service. A list of all initial or repeat reactive units shall be transmitted daily to the MTF Blood Bank Element by unit number and by test. The contractor must utilize the MTF?s Blood Bank Element numbering sequence. The contractor shall provide testing services for autologous (self) donations. Donations may be performed at the contractor?s facilities and coordinated through the MTF Blood Bank Element. The contractor must ensure 100% compliance with the following three performance objectives: provide blood products and testing 24 hours a day, 365 days a year, with response within 1 hour for STAT requests and within 24 to 48 hours for routine requests; provide donor specimen testing in event of a natural disaster or crisis within 48 hours; and properly maintain and dispose of records. Service which does not conform to the requirements will be reperformed by the contractor at no additional cost. If reporformance is not feasible, the Government may reduce price according to the formula set forth in the Performance Work Statement. The period of performance is 01 Oct 2004 through 30 Sep 2005, plus four one-year option periods. This contract may be subject to the Service Contract Act. A wage determination has been requested for Solano County. This is a commercial acquisition being advertised as unrestricted. NAICS Code is 621991. The related Small Business Size Standard is $8.5 million average annual gross revenue. The solicitation package will be posted in FedBizOpps, which can be accessed at http://www.eps.gov, on or about 10 Aug 2004 and close on or about 10 Sep 2004. THESE DATES ARE ONLY ESTIMATES AND ARE SUBJECT TO CHANGE WITHOUT NOTICE. The specific closing date will be stated in the solicitation package. This acquisition will be 100% small-business set-aside as long as two or more qualified small or HUBZone business respond; otherwise it will be unrestricted. The government will not provide paper copies of the solicitation package. Facsimile, telephone, written, or e-mail requests for the solicitation package will not be honored. Prospective offerors are responsible for monitoring the FedBizOpps website for release of the solicitation package and downloading their own copy of the solicitation package and any other pertinent information.
