- Sources Sought (Best Value) The Bureau of Reclamation (Reclamation) has a requirement for Consulting services to adapt and update existing economic evaluation methods and identify additional methods that fully consider a full array of resource values from the environmental advocacy and social cost accounting perspectives to Reclamation's Water Treatment Engineering and Research Group (WaTER) Net New Water Supply (NEWAS) Study and Portfolio Approach to Water Supply (PAWS) Planning. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) and using the best value method. The requirement of this best value method is that contractors interested in this procurement have some knowledge of the following areas and must submit a separate package supporting this to be evaluated. Those areas being evaluated, along with price, are: (a) Must have economic knowledge of natural and environmental resource valuation methods relative to water supply planning from an environmental advocacy perspective. (b) Must have familiarity with the values associated with locally developed water supplies such as recycled water, desalinated brackish ground and surface waters, and water from polluted sources. (c) Must be able to adapt environmental valuation and social cost accounting economic theories of value to the applied analytical needs of the NEWAS Study and PAWS Planning. (d) Must be capable of converting risk concepts in water supply/management programs to analytical methodologies resulting in benefit/risk tradeoff calculations. (e) Must have experience with local water agency wholesale and retail water management issues and planning challenges. (f) Must have experience in the economic evaluation of water conservation programs, water recycling programs, and desalination programs. (g) Experience with Reclamation facilities desirable but not necessary. (h) Experience and knowledge of contemporary Western water issues is also desirable. (i) Demonstrated capability must be in the form of citable publications. It is anticipated that the performance period shall commence upon date of award through September 30, 2005. The North American Industry Classification System (NAICS) Code for this procurement is 541620, with a small business size standard of $6.0 Million.
