Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) under solicitation number 04-3K06-607. The proposed contract is 100% set aside for the Service-Disabled Veteran Owned Business Concerns (SD-VOB). The NAICS is 561990, with size standard of $6 mil. This requirement is to provide Circulation/Reference Librarian Services. I. BACKGROUND INFORMATION AND OBJECTIVES The National Agricultural Library (NAL) provides front line information services to NAL?s on-site and remote customers through reference and circulation services. Circulation/Reference staff make the NAL collection available to USDA and other users by answering information inquiries, processing patron loans, and providing reader service to onsite patrons. In order to maintain uninterrupted service in its public service mission, NAL has a requirement for reference/circulation librarian support services. This contract will ensure a consistent level of staffing in public service areas in order to provide continuous service. II. SERVICES TO BE PERFORMED General Requirements: The contractor shall provide continuous coverage of the Circulation/Reference desk at the National Agricultural Library in Beltsville MD between the hours of 8:00 a.m. and 4:30 p.m., Monday through Friday (with the exception of Federal holidays). All work shall be performed on site at the NAL. A. Specific Requirements ? Scope of Work 1. Reference Service. The contractor shall: A. Provide directional information and assistance with using equipment (such as public access terminals, photocopiers, etc.) or materials to walk-in patrons in the NAL Reading Room. B. Provide searches of standard and non-standard reference tools and automated information systems (such as CD-Rom databases, Dialog, the World Wide Web, and printed indexes and directories) in response to subject inquiries from walk-in patrons. i. Analyze each request to clarify the patron?s needs, and determine the best search strategy and appropriate sources. ii. Search the appropriate source or sources to identify citations meeting the patron?s need. iii. Provide print or electronic copy of search results for patron. C. Use standard and non-standard reference tools and automated information systems (such as CD-Rom databases, Dialog, and printed indexes and directories) to answer ready reference questions for walk-in patrons. i. Provide responses which are consistently accurate, thorough, at the appropriate level for the individual served and reflect current knowledge in the subject area. D. Evaluate incoming telephone, written and e-mail inquiries. i. Answer all phone calls before the third ring. State your name and the library name when answering the phone. ii. Analyze all requests based on question type, subject matter, and patron type in order to determine the correct processing response. iii. Forward request to appropriate NAL service point for reply within ten minutes of receipt. 2. Circulation Service. The contractor shall: A. Use ISIS, NAL?s online catalog, to check materials in and out to patrons at the NAL Service Desk. B. Accept renewal requests from patrons and check against ISIS for availability. Enter renewals into ISIS and give patron the renewal date. C. Complete all circulation functions within 5 minutes of receipt of request. Estimated volume of circulation transactions: 20 per day. 3. Reader Service (on-site use of materials for walk-in patrons). The contractor shall: A. Assist patrons in using the ISIS Paging Subsystem to place reader requests. i. Provide onsite instruction to patrons in understanding the ISIS Paging Subsystem interface and finding and supplying the information needed to place requests ii. Report technical problems with the ISIS Paging Subsystem to the ISIS Support Group. B. Receive filled Reader Requests from stacks staff and route to patron. i. Monitor the booklift for incoming materials. ii. Remove materials from the booklift within 3 minutes of their arrival. iii. Transport materials from the booklift to the patron pickup area. iv. Retain original request for statistical purposes. Batch and submit requests to COR daily. v. Fill in the patron?s name on a ?Not Charged Out? slip and place slip with materials at patron pickup area. vi. Complete processing of all materials within 5 minutes of receipt from the stacks. C. Receive unfilled Reader Requests from stacks staff. i. Remove unfilled requests from booklift. ii. Review stack notes on the back of the request to confirm that stack check was done correctly. Check ISIS to confirm that call number and citation are correct. iii. If call number or citation is incorrect, make corrections and resubmit. If corrections cannot be verified using ISIS or Agricola return request to patron. iv. Based on stack notes and ISIS search determine reason request could not be filled and write unfilled response on request. Place request in patron pickup area. v. Complete processing on all unfilled Reader Requests within 5 minutes of receipt from the stacks. D. Maintain public photocopy and copycard machines. i. Refill paper in photocopy machines at least three times daily or more often as needed. ii. Assist patrons in clearing paper jams in photocopy machines. iii. Make service calls to copier company when photocopy machines malfunction. Place service call within ten minutes of the malfunction. Report all service calls to COR on the same day. iv. Make service calls to company when copycard machine needs refilling or malfunctions. Place service call within ten minutes of the malfunction. Report all service calls to COR on the same day. Estimated Volume of Reader Requests: 100 per day 4. Customer service. Work with internal and external customers to provide services effectively and in a timely manner. Assist in instruction of on-site and remote customers in accessing networked NAL systems. The contractor shall: A. Maintain effective internal/external communications both orally and in writing. i. Include your complete name, the branch name and your contact information (telephone number, fax number, or e-mail address as appropriate) on all written correspondence. ii. Answer all telephone calls by the third ring. State your name and the Library?s name when answering the phone. iii. Review e-mail in-box at least twice a day for incoming messages. iv. Respond to all written and telephone patron inquiries on the same day they are received. Respond to all walk-in patron inquiries within 5 minutes of patron?s question. v. Treat patrons and coworkers with respect and courtesy. B. Provide on-site assistance to patrons in using NAL catalog, databases and other networked systems. i. Instruct patrons in contents and operation of public access workstations. ii. Instruct patrons in research methods and construction of bibliographic searches. iii. Assist patrons in clearing paper jams in printers and resolving elementary computer problems at public access workstations. C. Maintain public and work areas in good order. i.. Ensure that newspapers, serials, books, faxed documents and other materials are received processed and placed according to standard NAL procedures. ii. Reshelve reading room materials at least twice daily. iii. Log public access workstations on by 8:00 a.m. and off after 4:30 p.m. iv. Load paper in public access workstations at least once a day or more often as needed. v. Switch public photocopiers on by 8:00 a.m. and off after 4:30 p.m. D. Recommend necessary deviations from established procedures in order to optimize customer service. Use both formal (monthly report) and informal (on the spot oral recommendation) channels as appropriate to the situation. 5. Statistics. The contractor shall: A. Track the following on a daily basis. i. number of requests received. ii. type of requests received (directional, ready reference, circulation, etc.). iii. method of receipt (walk-in, phone call, e-mail, etc.). iv. number of USDA vs. non-USDA requests v. number of loans checked out. vi. number of renewals placed. B. Collate statistics and report to COR monthly. III. GOVERNMENT PROVIDED MATERIALS AND EQUIPMENT Specifically, the Government will: A. Provide all of the materials and resources (print and electronic), including a work site, necessary for the staff to perform the work. IV. PERIOD OF PERFORMANCE The period of performance is September 30, 2004 through September 29, 2005. V. ADMINISTRATION The contractor shall deliver the following items: A. Monthly Report in accordance with the basic contract. B. Monthly invoice equal to one twelfth of the contract price. Cite order number and name(s) of staff and/or project in each invoice. PROVISIONS AND CLAUSES FAR 52.212-1 INSTRUCTIONS TO OFFERORS ? COMMERCIAL ITEMS (JAN 2004), 52.212-2 EVALUATION ? COMMERCIAL ITEMS (JAN 1999) shall apply to this acquisition with the following evaluation criteria inserted in paragraph (a): (a)(1) The Government will award a contract to the responsible offeror whose proposal is technically acceptable as defined below and who offers the lowest evaluated price. (a)(2) In order for a proposal to be considered technically acceptable, the following requirements must be met: (i) It must meet or exceed the minimum specifications as stated in ?Description?, (ii) The Government will evaluate past performance using the information provided, reports from the points of contact contacted, and other sources. In determining the rating for the past performance, the Government will give greater consideration to the contracts which are most relevant to the SOW and ratings must be ?satisfactory? or higher. An offeror failing to provide past performance information, or asserting that it has no relevant, directly related, or similar past performance will be considered ineligible for award. The offeror must include with the proposal package a completed copy of the provision at 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS ?
