Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all interested offerors may submit a quote. This requirement is for a new canister autosampler to perform future indoor air quality research studies in the field and in a laboratory test chamber for the Indoor Air Quality Group. All interested quoters shall provide a quote for the following line item: LINE ITEM 0001: Quantity one (1) each NEW Canister Autosampler. The instrument shall meet all of the following required specifications: 1. The autosampler must be compatible with NIST?s existing Agilent Model 5973 Gas Chromatograph (GC) with Mass Spectrometer Detector (MSD); 2. The canister autosampler must have a built in concentrator and moisture and CO2 management; 3. The autosampler must desorb directly to the GC or on-column cryofocuser without the need for an external transfer line between the autosampler and the concentrator; 4. The autosampler must provide for fifteen positions for 6 L (or smaller) canisters or air sample bags; 5. All internal sampler paths and valves must be heated to a user-selected temperature of up to 200 degrees C including all sample and standard positions; 6. The autosampler must include three positions for standards separate from the sample positions 7. The autosampler must accommodate all canister designs; 8. The concentrating trap must be able to be heated to 420 degrees C at the end of a sample run, to minimize carryover; 9. The autosampler must use replaceable and flexible polymer lines for sample connections; 10. The autosampler must use a built in mass flow controller downstream of the concentrator for volume measurement of samples and standards and to totalize actual flow for greater volume accuracy; 12. The autosampler must have a built in electronic pressure transducer that provides system and sample position leak checks and sample pressure measurements; 13. The autosampler?s trap furnace must have an operating temperature range from -190 degrees C to 420 degrees C and be cooled with liquid nitrogen supplied at pressures from 6 to 75 psig; 14. The autosampler must offer an optional glass bead packed concentrating trap; 15. The system software must offer a QA/QC report. Parameters reported must include set and actual values for all parameters. The user must have the option of printing and/or saving the report to a file; 16. The autosampler must remove moisture in a one step process; 17. The autosampler must include a system controlled on-column cryofocuser; 18. The entire sample path must be made of inert glass polymer coated line; 19. The entire sample path must be swept by inert gas in all operating modes except for standard and sample transfer and sample desorb, to minimize carryover; 20. The autosampler must run a self-test of all heated zones and read back all AC and DC outputs at power up. If a failure occurs, the system must indicate which heated zone or voltage output failed; 21. The system must have a flash ROM onboard for firmware upgrades via floppy disk; 22. The system must include an on-site warranty. The warranty shall be for a minimum of one full year from the date of acceptance by the Government, and cover all parts, labor, and travel; 23. Installation shall be included. Installation shall include, at a minimum: Uncrating/unpackaging of all equipment, set-up and hook-up of all equipment, turn key start-up, and demonstration of specifications. 24. Training shall be included. The Contractor shall schedule and facilitate one (1) eight (8) hour) training session for three (3) NIST personnel, on-site at NIST Gaithersburg. The training shall provide a thorough demonstration of all equipment functions, equipment operation and basic troubleshooting. The training may be completed on-site at NIST immediately after installation and demonstration of specifications. Delivery shall be FOB Destination. Delivery shall be completed in accordance with the Contractor?s commercial schedule. FOB DESTINATION MEANS: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Award will be made to the party whose quote offers the best value to the Government, technical, price, and other factors considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," Past Performance, and Price. Technical Capability & Past Performance shall be equal in importance to price. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered products meet or exceed the specifications stated herein. Evaluation of technical capability will also consider the scope and range of volatile organic compounds the instrument is able to capture and transfer to associated analytical systems. Past Performance will be evaluated to determine the overall quality of the product and service provided. Evaluation of Past Performance will be based on the references provided IAW FAR 52.212-1(b)(10) and/or the quoter?s recent and relevant procurement history with NIST or its? affiliates. Quoters shall provide a list of at least three (3) references to whom the same or similar equipment has been provided. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed.
