Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. ****The associated North American Industrial Classification System (NAICS) code for this procurement is 334519 with a small business size standard of 500 employees. This acquisition is unrestricted and all responsible Parties may submit a quote. ****The National Institute of Standards and Technology (NIST) has a requirement for one (1) commercially available High Purity n-Type Germanium Gamma-Ray Detector for Cold Neutron PGAA to be used for prompt-gamma activation analysis. All interested parties shall provide a quote for the following line items: ****LINE ITEM 0001: Quantity one (1) each High Purity n-type germanium gamma-ray detector with the following required specifications: ** IEEE-325 Standard 25cm efficiency 35 percent or greater at 1333 keV; ** IEEE-325 Standard resolution 1.75 keV full-width at half maximum (fwhm) or less at 1333 keV; ** Cap-to-crystal distance not to exceed 5 mm; ** Equipped with transistor-reset or equivalent preamplifier, optimized for best performance at 30 kHz counting rate at energies up to 10 MeV, and with two independent outputs for energy and timing signals; ** Equipped with detector temperature sensor to shut down bias if cryogen is lost; ** Must be mounted in streamline (non-removable) cryostat on portable 3 liter Dewar for downward facing operation with NIST?s existing Bicron BGO Compton suppressor. ****Critical dimensions of NISTs Existing Bicron BGO Suppressor**** End cap diameter must be no greater than 2.750 inches (dimension A) for at least the distal 4.6 inches (dimension C) to fit into existing BGO annulus; Distance from end cap to front face of Dewar shall be between 10 inches and 11 inches (dimension P); Length of Dewar (dimension Z) not more than 14 inches; Diameter of Dewar (dimension Y) not more than 10 inches;**** Pressure fill adapter for liquid nitrogen shall be included. Overall length of the assembly from front face of Dewar to end of fill adapter must not exceed 17 inches; **High-voltage detector bias supply (Canberra Model 3106D brand name or equivalent), compatible with detector temperature sensor shutdown circuit described above. In order to be determined equivalent, a quoted unit must deliver at least 5 kV positive or negative, with less than 3 mV ripple and noise. ****DELIVERY SHALL BE FOB DESTINATION and shall be completed in accordance with the Contractor?s commercial schedule. The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The Contractor shall deliver to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. ****The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," and 2) Price. Technical Capability is more important than Price. ****Evaluation of Technical Capability shall be based on the information provided in the quotation. Quotations shall include the make and model of the products, manufacturer sales literature or other product literature, which CLEARLY DOCUMENTS that the offered product(s) meet or exceed the specifications stated above. Quotes shall clearly identify the maximum performance under those specifications where the Government has identified a preference. In determining best value, the Government will give strongest consideration to systems with resolution that exceeds 1.75 keV full-width at half maximum (fwhm) or less at 1333 keV. ****The following provisions and clauses apply to this acquisition: Provisions: 52.212-1, Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items. Central Contractor Registration (May 1999)(31 U.S.C. 3332); 52.237-2, Protection of Government Buildings, Equipment, and Vegetation (APR 1984); and Department of Commerce Agency-Level Protest Procedures Level Above the Contracting Officer, which can be downloaded at www.nist.gov/admin/od/contract/agency.htm. ****All Parties shall submit the following: 1) Two (2) copies of a quotation which addresses all Line Items; 2) Two (2) copies of the technical description and/or product literature; 3) Two (2) copies of the description of commercial warranty; 4) Two (2) copies of the most recent published price list(s); and 5) One (1) completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded at www.arnet.gov/far. ****All quotes should be sent to the National Institute of Standards and Technology, Acquisition and Logistics Division, Attn: Erin M. Schwam, Building 301, Room B175, 100 Bureau Drive, Stop 3571, Gaithersburg, MD 20899-3571. ****Submission must be received by 3:00 p.m. local time on August 17, 2004.
