Description
The Department of Commerce/NOAA/National Marine Fisheries Service under the Authority of 41 USC 253(c)(1), intends to negotiate on a non-competitive basis with the Chesapeake Bay Environmental Planners, Annapolis, MD, to support the efforts to study blue crabs and implement processes to grow crabs in the laboratory environment (acquaculture) for transfer into the ecosystem in quantities and of a quality that will enhance the declining blue crab population. The contractor will construct and make operational two ?grow out? nurseries, in Maryland, to allow sufficient quantities of juveniles to be transferred from the laboratory environment and held until release into the ecosystem (a matter of days in most cases). The result of the projects intends to develop a prototype nursery as well as increase blue crab abundance in the Chesapeake Bay, particularly in Maryland. No competitive solicitation documents are available. All offerors capable of satisfying this requirement are invited to submit proposal information as to their capabilities by the required due date, August 17, 2004, to the Contracting Office. Submissions will be review by government personnel. If the decision is made to negotiate with solely the named firm, no further announcement will be made prior to award. See Note 22.
