Description
The National Oceanic and Atmospheric Administration's Coastal Services Center (Center) has a requirement for developing technical assistance materials related to visitor-use management at coastal and marine protected areas. The contractor shall develop technical assistance materials aligned with the visitor-use management process presented in the Center's visitor-use management training course (Managing Visitor Use in Coastal and Marine Protected Areas) and visitor-use management handbook (currently under development). The contractor shall work with Center staff to implement the visitor-use management process at two National Estuarine Research Reserves and adjacent National Wildlife Refuges. The technical assistance materials developed using this process will focus on site-specific visitor-use management issues at each site and include inventories of current and potential visitor-related facilities, recreation and tourism activities and opportunities, visitor-use management and planning objectives, indicators and standards of quality related to biophysical resource conditions and visitor experiences, suitable visitor-use management tactics, and monitoring needs. The technical assistance materials developed will serve as useful components for general management planning purposes for each site and will also be incorporated into the Center's visitor-use management training course. The period of performance will be from date of award through 12 months thereafter. This is a 100% small business set-aside under NAICS Code 541690 with a size standard of $6,000,000.00. The solicitation will be issued on or about August 11, 2004, with a closing of August 26, 2004. Potential contractors must be registered in the Central Contractor Registry (CCR) to be eligible for award. The CCR Internet web site is: http://www.ccr.dlis.dla.mil. Upon issuance, the solicitation will be available on the Internet at the FedBizOps web site, which is at the following site: http://www.eps.gov. All responsible sources may submit a written proposal, which shall be considered. Please note that paper solicitations will not be issued, and all documents related to this acquisition will be posted on the FedBizOps site. It is requested that an email be sent to the contract specialist if the solicitation is downloaded from the FedBizOps site. It is recommended that all interested sources register for this solicitation through FedBizOps to ensure they automatically receive all updated documents to this requirement as they are posted.
