Description
The National Institute for Literacy (NIFL) intends to award a sole-source contract to the Harvard College/National Center for the Study of Adult Learning and Literacy (NCSALL) to maintain and enhance the Adult Reading Profiles website developed by Dr. Rosalind Davidson, research associate, and staff of the National Center for the Study of Adult Learning and Literacy (NCSALL) for the Institute's Partnership for Reading initiative. A reading profile is a diagnostic tool that allows a teacher to assess a student's strength in each of the component skills needed to become a proficient reader. The reading profiles presented on the website are based on the results of the Adult Reading Components Study (ARCS). The purpose of this acquisition is to maintain and expand this online resource for adult educators who need research-based assessment tools to evaluate students' reading skills to inform classroom instruction. The planned enhancements to the site will expand the information currently provided, allow for the development of class profiles for some group instruction, and connect the profiles to appropriate assessment devices. The maintenance and enhancement of the reading profiles website is dependent upon the findings of the Adult Reading Components (ARCS) study. ARCS was conducted by Dr. John Strucker and Dr. Rosalind Davidson at Harvard University and is an extension of research based on proprietary data, owned by Dr. Strucker. The results of the ARCS study and the data collected from it are currently only available through NCSALL. Harvard College/NCSALL is uniquely qualified for this task because Harvard College/NCSALL have the right to use the data from the ARCS study and have the information available in their computer bank. The maintenance and enhancement of this website is essential as several other federal agencies are using the profiles and related materials found on the website as an important component of their on-going efforts to improve reading instruction in adult education programs. The profiles are being used by the Office of Vocational and Adult Education (OVAE) for the STAR Reading Project. The profiles are used by the National Center for Family Literacy (NCFL) as a component of their Adult Reading Project. And, the profiles are used by NIFL's Equipped for the Future (EFF) Reading for Understanding Project. In addition, the profiles are an essential component in the work of the Adult Literacy Research Working Group at NIFL that is supporting training in adult reading based on the profiles and the reading components published by the former Adult Reading Research Working Group. The NCFL, EFF, and ALWRG projects are all part of the Partnership for Reading's adult work that is covered under the No Child Left Behind legislation. The work in each of these projects, and in this contract, requires that the reading research that forms the foundation for the work be based on scientifically-based reading research. In addition, the sole source contract is appropriate because Harvard College/NCSALL has the information available and can begin work immediately. The staff is familiar with the project and does not need time to become acquainted with the task. Because the work is so closely tied to several other government projects, the data is not available through other sources other than Harvard College/NCSALL and because the work can begin immediately, the Government has determined that the most cost-effective, best-value approach is to award a sole source contract to Harvard College/NCSALL. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a quotation by the date identified above. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government.
