- The U.S. Department of Energy's National Energy Technology Laboratory is publishing this Synopsis/Solicitation (RFQ) in accordance with FAR 5.203, FAR 12.603 and FAR 13.105. The NETL is a single organization, however, we have two physical locations or "sites". The main NETL library is located in Morgantown, WV and a satellite library is located in Pittsburgh, PA (approximately 70 miles apart). Subscriptions involving "e access" must indicate whether the price quoted will cover BOTH location "sites" or whether publishing requirements require two subscriptions, one for each location or "site". Specific offeror definition of a "site" for institutional licenses needs to be addressed by the offeror in a manner which is clear and concise when quoting a price. In some instances the NETL requires a paper copy of a journal or other subscription as well as "e access". On line items where this requirement is noted the price quotation must indicate if the "e access" is included in the package or, if not, the price quotation shall indicate: 1. Cost for paper only. 2. Cost for "e access" only. 3. Cost for paper and "e access" combined If a vendor cannot quote on a particular line item then "No Quote" or "No Bid" shall be inserted for that line item price, DO NOT LEAVE A BLANK SPACE. DO NOT CHANGE THE ORDER OF THE LINE ITEMS. If a price quotation is submitted in an alternate format, the line items must be maintained in the order they were received on the Request for Price Quotation (RFQ). NO EXCEPTIONS TO THIS SPECIFICATION, DO NOT CHANGE THE ORDER OF THE LINE ITEMS. In the event the exact name of a publication being quoted is different than the line item submitted on the RFQ the vendor will put the correct name of the publication below the name of the publication on the RFQ in order to avoid confusion on items being purchased. Vendors must be able to provide service to both NETL facilities, NO EXCEPTIONS. Evaluation of cost proposals for multiple awards may be determined to be in the best interest of the Government on the basis of administrative costs of multiple awards. For evaluation purposes, $500 will be used as the estimated cost for administration of each additional award. Price quotations may be submitted by either of the following methods by the date and time indicated in this combined synopsis/solicitation document: 1. Via email to: franklin@netl.doe.gov in an easy to open format, no unusual software packages may be used in preparing the price quotations. 2. Via fax to: D. Franklin at 304-285-0986.
