- This is for informational purposes only. The Centers for Disease Control and Prevention in conjunction with the NIOSH, National Personal Protective Equipment Laboratory in Pittsburg, PA intends to issue a sole source purchase order to the Rand Corporation, 1200 South Hayes Street, Arlington, VA 22202-5050. This contract will result in a Project Memorandum that will serve as the basis of a national R&D roadmap for PPE used by emergency responders. Based on findings presented in three completed RAND reports (CF-176, MR-1646-NIOSH, TR-100-NIOSH) and proceedings of three technical workshops on R&D opportunities for personal protective equipment for emergency responders (held in February 2004), prepare a ?national? roadmap for the development of improved personal protective equipment for emergency responders. This roadmap will serve as a working document that NPPTL will use to develop a national consensus regarding R&D needs and to develop its role and plans for meeting these needs. As such, the final report, which is anticipated to be approximately 30 pages in length, shall be delivered as a Project Memorandum with distribution limited to within NIOSH. This is a continuation from the previous work done by Rand Corporation for NPPTL. The original project was funded through an interagency agreement with the National Science Foundation. The agreement with NSF ended April 30, 2004. The proposed contract with RAND Corporation will allow for seamless continuation of the existing project. It is believed that the items and services procured from this vendor meets the minimum needs of the government and no other source for this equipment is known at this time. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. All vendors are required to be registered in the Central Contractor Registration (CCR) prior to award of a Federal contract. The preferred method for completing registration is via the World Wide Web at http://www.ccr.gov/. A handbook and other information are available at the site, including information on how to obtain a DUNS number, which is required to begin the registration process. This procurement will be processed under the authority of FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirements. This notice is not a request for competitive proposals. The government will consider all proposals received by 8:30 AM, EST, Wednesday, August 18, 2004. The proposal shall be clearly marked with the RFQ Number 2004-Q-01580. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government.
