Description
04-N234-5029 HA Technical Assistance to State Planning Grants Program Grantees The Health Resources & Services Administration (HRSA) and Special Programs Bureau (SPB) intend to negotiate, on a sole source basis to modify Contract No.: 250-01-0057, with AcademyHealth of Washington, DC. The purpose of this modification is to allow the current contractor to assist the 8 anticipated new FY 2004 State Planning Grants Program (SPG) grantees, assist the 8 anticipated Pilot Planning Limited Competition FY 2004 SPG grantees, provide summary information on FY 2004 grantee activities, and provide assistance to and participate as moderators/speakers at HRSA State Planning Grant Program quarterly grantee meetings. The AcademyHealth has gained considerable expertise and experience in performing the additional work included in this contract modification for the first four rounds of the State Planning Grants (SPG) Program grantees. Thus, the AcademyHealth is intimately familiar with the strategic planning requirements for the successful study of the characteristics of the uninsured. The AcademyHealth has developed cooperative working relationships with the State grantees, which will be conducting such planning activities. Therefore, because any other organization would have to duplicate the development of protocols for identifying the levels of varying needs of these grantees, AcademyHealth is the only responsible source capable of providing these services without substantial duplication of cost, which would not be expected to be recovered through competition and under the authority found in 41 USC 253(i), as set forth in FAR 6.302-1(a) (2). This is not a solicitation, but a notification of our intent to contract. A justification for other than full and open competition (JOFOC) is on file.
