Description
The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Surveillance Research Program (SRP) plans to procure on a sole source basis the completion/production of the Journal of the National Cancer Institute Monograph, "The Impact of Adjuvant Therapy and Mammography on Breast Cancer Mortality: 1975-2000", with Oxford University Press, 2001 Evans Road, Cary, NC 27513. The acquisition is being conducted based on FAR 13. The North American Industry Classification System Code is 511120 and the business size standard is 500 employees. The objective of this acquisition is to produce a monograph which describes work performed as part of the Cancer Intervention and Surveillance Modeling Network (CISNET) to answer the question, "What is the Impact of Adjuvant Therapy and Mammography on US Breast Cancer Mortality: 1975-2000. CISNET is a consortium of NCI sponsored investigators whose focus is modeling the impact of cancer control inventerventions on population trends in incidence and mortality. US breast cancer mortality was rising slightly until 1990, but has since declined over 15% through 1998. In order to plan new cancer control strategies it is essential to understand the population impact of interventions that began in the 1970's and 80's. Multi-agent chemotherapy regimens were first introduced in the mid and late 1970's; while initially used in later stage disease, as its safety and efficacy were further established it has increasingly been used in earlier stages. The use of multi-agent chemotherpy has remained limited in older patients. It has been established that the combined use of Tamoxifen and multi-agent chemotherapy are more effective than earlier modalities used individually, and the use of the combined therapies began in the late 1980's. The purpose of the modeling effort is to partition observed mortality trends into components associated with the increased use of adjuvant therapy, mammography, and background changes in underlying risk. While modelers share a common set of inputs, the basic model structures and parameter estimates are unique to each investigator. Final results (i.e. a partitioning of breast cancer mortality trends) are compared across models. To help understand the differences and similarities across models a set of intermediate outcomes have been developed including operating characteristics of mammography, changes in stage distribution over time efficacy of treatment, incidence changes over time, etc. Oxford University Press is currently the exclusive publisher for the JNCI Cancer Spectrum which encompasses the journals affiliated with the National Cancer Institute (ie., The Journal of the National Cancer Institute and the Journal of the National Cancer Institute Monographs). This notice of intent is not a request for competitive quotation. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can fully meet the requirements herein. Capability statements must be received in the contracting office by 1:30 PM EDT (local Washington, DC time) on August 18, 2004.
