Description
This is a combined synopsis/notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. This requirement is being issued as a Notice of Intent (NOI4105). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2001- 24. This acquisition will be processed under Simplified Acquisition Procedures. This is not a small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is 541380 and the small business size standard is 6 million. The National Institute of Allergy and Infectious Diseases is issuing a Notice of Intent to negotiate on a sole-source basis using simplified acquisition procedures with Myriad Genetics of Salt Lake City, Utah for the use of PRONET analysis to complete a Yeast Two Hybrid system to identify binding proteins, and study their influence of NF-kB activation. These studies interface with our research in human immune deficiency states that results from mutations in NEMO, and will allow for rational consideration of additional candidate genes for primary immune deficiency disorders. The contractor will use PRONET analysis to complete yeast two hybrid searches for mamalian genes that is of interest to the Clinical Immunology Unit of the Laboratory of Host Defense Investigators. A minimum of 8 overlapping bait fragments will be created and three libraries derived human brain, spleen and macrophage will be searched. A minimum of 24 searches will be performed. The contractor after consulting with the Clinical Immunology Unit of the Laboratory of Host Defense Investigators will design the baites, perform searches, and evaluate the results. The contractor shall assign a PH.D level scientist to design and order baits for each target protein. The contractor?s scientist shall be available for consultation with the Clinical Immunology Unit of the Laboratory of Host Defense Investigators throughout the procedures and at the time of final data analysis. FOB Point shall be Destination, delivery required to Bethesda, Md. 20892. This will be a firm fixed-price contract. The period of performance is 6 weeks after receipt of award. The following Federal Acquisition Regulations provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors-Comercial Items; FAR 52.212-3 Offerors Representations and Certifications; FAR 52.212-4 Contractor Terms and Conditions-Commercial Items; FAR 52.212-5 Contractor Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items; FAR 52.225-3, Buy American Act also applies; FAR 52.204-7 Central Contractor Registration. Offerors shall include with their offer a complete copy of provision at FAR 52.212-3 Offerors Representations and Certifications Commercial Items. (B)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
