- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation document; proposals are being requested and a written solicitation and THERE WILL BE NO WRITTEN REQUEST FOR QUOTATION ISSUED. The solicitation number for this Request for Quotation is 797-FDF3-04-0008. This solicitation document incorporates provisions and clauses in effect through FAC 01-24. This solicitation is 100% set aside for Small Business. The associated NAICS Number is 561110. The AFMLO/VASS has a requirement to provide Non-Personal Administrative Personnel Services to the 366th Medical Group, Mountain Home, AFB. The requirement is defined in the attached Performance Work Statement (PWS). The period of performance is 15 September 2004 through 14 September 2005. The provision at 52.212-1, Instruction to Offeror--Commercial Items, applies to this solicitation. The provision at 52.212-2, Evaluation ? Commercial Items, applies to this solicitation. Paragraph (a) of FAR 52.212-2 is added to read: Award will be made based on Best Value. Technical Expertise is more important than Past Performance and Price, and Past Performance is more important than Price. Technical capability and Past Performance, when combined, are significantly more important than price. The provision at 52.212-3, Offeror Representations and Certification--Commercial Items, applies to this solicitation. The contractor shall return a completed copy of this provision with its quotation. A copy of the provision may be attained from http://www.arnet.gov/far/. The resulting firm fixed price award will incorporate the requirements of the clause at FAR 52.212-4, Contract Terms and Conditions--Commercial Items. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition. The clause at 52.217-8 Option to Extend Services applies to this acquisition. The clause at 52.217-9 Option to Extend the Term of the Contract applies to this acquisition. The Offeror shall also provide its Commercial and Government Entity code, DUNS number, and Tax Identification number. As of October 1, 2003, all Contractors, both large and small, are required to register in the Central Contractor Registration (CCR) database before an award. Contractors are responsible for the accuracy of information added to CCR. To register, go to http://www.ccr.gov/. Offers are due by 4:00pm EST on 27 August 2004 at AFMLO/VASS.
