- Description
- Sources Sought and Request for Quote. The Air Force Research Laboratory Munitions Directorate (AFRL/MN), Eglin AFB, FL, intends to award a 5-year, firm fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) Requirements contract, primarily for single and multiple channel High Shock Recorders with the proven ability to survive 100'000 g's. The contract may also allow for purchase of other related miscellaneous equipment. Quantity is estimated at approximately 10 per year, total, but could vary. The sole currently known source for these high shock recorders with the proven ability to survive 100'000 g's is Instrumentation and Engineering Services, Inc. (IES), 151 Mary Esther Blvd., Mary Esther, FL 32569. Additional Sources are Sought. Interested Contractors who can meet the requirements described herein should provide qualification packages in accordance with Note 22. Contractors other than IES should also state their business size under North American Industry Classification System (NAICS) code 334515 (500 employees), provide specifications for offered models, provide commercial price list/catalog or pertinent pricing data (FOB Destination to Eglin AFB), and average delivery time after receipt of an order. Due to the high cost to the Government of utilizing unproven shock recorders in flight and sled tests, Contractors should also be prepared to provide their offered models at no cost to the Government for stringent testing by AFRL/MN prior to award of any contract. Contractors should expect testing to last several months. Contractors should also provide any information relating to programmability of recorders and volatility of memory in case of power loss (and what features or techniques are offered to preclude data loss in case of power loss). The attachment provides more specific recorder requirements. AFRL/MN also currently has an urgent requirement for 3 each IES Model 54 high shock recorders with associated Model 50-256K memory upgrade. This is the multiple channel model for which the specific requirements are listed in the attachment, and the Government expects to issue a purchase order to IES for these items as a sole source purchase. However, all viable offers will be considered for this acquisition. Thus, Contractors may respond to either the Note 22 request for the IDIQ contract or the Request for Quote for the 3 urgently needed recorders, or both requirements.
