- This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ), solicitation number F73DFP41560500, in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. The North American Industrial Classification System (NAICS) number is 333315. This is 100% set aside for small business. There are three (3) contract line items. The requirement is to purchase: Line 0001: 2 Bit Monochrome High Speed Camera Vision Research Inc. model VRI-V7-1024MM or equal; Line 0002 Lens, 50 mm, f 1.2 model VRI-L50N or equal; and Line 0003: Lens, 300mm, f 4.0 model VRI-L300N or equal. Offeror must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition. Change Subparagraph (b)(4) to include the following: If quoting "or equal" items, offeror must submit complete technical literature demonstrating product equivalency for technical review. Subparagraph (b)(7) is changed to read: Any resulting contact will be subject to FAR 52.232-33 Mandatory Information for Electronic Funds Transfer Payment. The provisions at 52-212-2, Evaluation--Commercial Items applies to this acquisition. Paragraph (a) is completed as follows: Technical capability and price. Technical capability is more important than price. Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, with its offer. The clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items applies to this acquisition, no addenda applies. Additional FAR clauses cited in the clause applicable to this acquisition are: (b) 12, 13, 14, 15, 16, and 24. The clause at Defense Acquisition Regulation Supplement (DFARS) 252.212-7000, Offeror's Representation and Certifications-Commercial Items, and 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply to this acquisition. DFARS 252.225-7001 and 252.232-7003 within DFARS 252.212-7001 are applicable. The Defense Priorities and Allocation System (DPAS) does not apply to this acquisition.
