Description

Repair Kitchens, Serving Line, Bakery, Lobby Area (UPDATED on 26 Jul 2004), Walk-In Refrigerators, Heating Ventilation and Air Conditioning, Utilities, Boilers and Roof in the Tradewinds Dining Facility at Lajes Field, Azores, Portugal. Work to be performed consists of the following features, but in no way limits the contractor to perform all work required by drawings and specifications for this project: Replace motors or otherwise modify 60Hz electrical and heating, ventilating and air conditioning equipment as specified for operation at 50Hz. Perform required demolition, cutting, patching, and modifications. Provide renovations to lobby area (bid option item--awarded based upon funds available) kitchen, bakery and serving line utilities. Connect utilities to new and existing equipment. Repair known roof damage and leaks. Inspect roof to locate additional leaks. Provide modifications to existing concrete and CMU construction. Provide modifications to lobby area and serving line ceiling. Provide renovations to serving line, lobby area, kitchen wall and or floor tiling. Provide new front doors and finishes, and remove, protect, store and reinstall any items that are indicated to be reinstalled on drawings or as required by new construction. Furnish and install additions to electrical distribution systems and equipment. Provide testing and balancing of all new equipment and any altered existing equipment. Provide all necessary labor, appliances, equipment, and materials for the installation of the equipment mentioned above including all wall and floor openings and penetrations, fire stopping, construction of new wall partitions and the demolition and removal of debris as indicated on the drawing or required for the installation of new work. The performance period is approximately 215 calendar days (or, 245 calendar days depending on inclusion of lobby area renovation into contract award), alternate dining arrangements will have to be used during construction so construction duration must be as short as reasonably possible. The magnitude of this project is between $500,000.00 and $1,000,000.00 (515,700 Euros and 1,031,400 Euros). Contract award will be made in Euros, therefore, all offers shall be submitted in Euros. Lowest Price Technically Acceptable (LPTA) procedures will be utilized for this procurement. North American Industry Classification System assigned to this acquisition is 233320. This requirement is restricted to mainland Portugal and its territories in acordance with the Bilateral Agreement between Portugal and the United States dated 1995. All responsible sources meeting the criteria set forth in the Request for Proposal (RFP) may submit an offer, which will be considered by the Government. The request for Proposal (RFP) package will be available for downloading and viewing at Electronic Posting System (EPS) at http://www.eps.gov on or about 11 Aug 04. A pre-proposal conference and a site visit will be held at Lajes Field on or about 23 Aug 04. The RFP package will be available on the Internet only. There will be no hard copies of this solicitation issued. The solicitation, plans, specifications, and drawings will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government?s best interest. All proposals and other normal documents required for the proposal submittal, including amendments to the proposal submittal, shall be in paper medium. All contractors interested in receiving notification of updates/amendments to the solicitation posted on the EPS are urged to enroll on the web site mailing list for this acquisition. Those contractors enrolled will be notified automatically of any changes made to the RFP through their e-mail addresses. No telephone requests will be accepted.
