Request for Proposals (RFP) for DAAB07-03-R-P650, Amendment 0015-BAA Topic S0405 The purpose of DAAB07-03-R-P650, Amendment 0015 is for a specific RFP under Broad Agency Announcement (BAA) Solicitation DAAB07-03-R-P650, Topic S0405, entitled Antennas for Tactical and Strategic Military Communications The CERDEC Space & Terrestrial Communications Directorate (STCD) is interested in receiving three (3) separate proposals under BAA Solicitation DAAB07-03-R-P650, Topic S0405, entitled Antennas for Tactical and Strategic Military Communications to develop t he following products: 1) Body Wearable Antennas with form factors suitable for insertion into the Future Force Warrior (FFW) tactical combat wear to support the JTRS - SLICE frequency bands; 2) Low Profile Antennas with enhanced RF performance and mounting assemblies covering the JTRS Cluster 1 WNW frequency band; and 3) Low Loss Ballistic RF Radomes to protect low profile antennas from damage due to impacts from small arms fire-ballistic debris. Funding for this solicitation is available in FY 05 and FY 06. NJ 07703-5000 Deadline for Submission of Proposals: Proposals are due to CERDEC by 4:00 PM (EDT) on 7 September 2004. Four printed copies and one electronic copy of each proposal is required. The Offeror??????s technical point of contact??????s phone number, fax and email address must be provided on the pr oposal??????s cover sheet. It is strongly recommended that the CERDEC point-of-contacts (POC) identified for each effort be contacted to schedule face-to-face meetings prior to proposal submission. Please ask the cognizant CERDEC Technical POC if an electronic copy of your particular proposal can be submitted in addition to or in lieu of a hard copy of the proposal. Please do not call the contracting office to ask this question. Descriptions of the three solicitation efforts are provided below. 1) Body Wearable Antennas This effort requires the design, fabrication and delivery of body wearable vest and helmet antenna prototypes. Proposals should include design approaches which consider the tradeoffs between gain, bandwidth, cost, complexity, size, weight and form factor t o ensure that the deliverable prototypes present no RF hazards to the soldier, fit comfortably into the soldiers?????? FFW tactical combat wear and that communications connectivity is adequately maintained independent of the soldiers?????? position (standi ng, squatting, prone). Complex designs requiring active components, electronic switching or special interfaces to the radio should not be proposed. Offerors who were under contract with CERDEC last year to develop body wearable antenna prototypes shall a lso include in their proposals solutions addressing any performance deficiencies identified during contractor/government testing and/or a discussion of design changes to accommodate new requirements or direction from the government. The vest antenna prototype should have a form factor suitable to allow its installation into the FFW??????s soldier ensemble chassis with the desired, but not necessarily required, location between the ceramic armor plates and outer pocket lining. The RF frequency band of interest for the vest antenna prototypes is between 225-1000 MHz. This frequency band may be covered by a single antenna prototype design or split to accommodate a two antenna design approach (e.g., 225-500 MHz, 500-1000 MHz). The helmet antenna should be modular with a form factor/installation mechanism to facilitate a field-retrofit int o a Kevlar or FFW helmet. The RF frequency band of interest for the helmet antenna prototype is between 1350-2700 MHz. A single antenna design covering this band is preferred. Separate cost breakouts are required for vests and helmets if both approaches are presented in a single proposal. Drawings of the FFW soldier ensemble chassis/helmet will be provided to interested offerors after the offeror completes a Non-Disclosure Agreement (NDA) with the Antenna System Integrator (ASI) for FFW. Deliverables/Schedule: Four to six vest antenna prototypes (tbd)?????? are required NLT October 2005 in order to support the FFW Early User Evaluation in January 2006. Four to six modular antenna prototypes (tbd) for helmets?????? are required NLT June 2006. An expenditure report submitted electronically?????? each month. A technical status report submitted electronically each?????? quarter. A final report submitted electronically one month after completion?????? of the technical effort. Four program reviews are planned (dates TBD), two?????? at CERDEC and two at the offeror??????s facilities. CERDEC POC: Mr. George Palafox (732) 427-2415; george.Palafox@us.army.mil 2) Low Profile Antennas This effort requires the design, fabrication and delivery of low profile antenna prototypes for tactical ground platforms capable of operating over the 225-2500 MHz frequency band. Proposals should include design approaches which consider the optimal trad eoffs between gain, bandwidth, size, weight and form factor to ensure that the deliverable prototypes can be installed into the existing platform mounting hole configuration and that communications connectivity is adequately maintained. It is desired (but not required) that proposals also discuss a design approach for a variable mounting bracket which would attach to the existing mounting hole configuration, but would allow a re-positioning of the antenna prototype away from the perimeter of the platform an d more towards the platform??????s center (e.g., a telescoping slide assembly) for improved communications performance. A separate cost breakout is required if the offeror chooses to propose a variable mounting assembly. Offerors who were under contract w ith CERDEC last year to develop low profile antenna prototypes shall also include in their proposals solutions addressing any performance deficiencies identified during contractor/government testing and/or a discussion of design changes to accommodate new requirements or direction from the government. Period of Performance: 18 months. Deliverables/Schedule: Three (3) Phase 1 Low Profile prototypes and?????? three variable mounting assemblies (if proposed) delivered 10 months after contract award in order to support Government testing at EPG. Three (3)?????? Phase 2 Low Profile antenna prototypes incorporating fixes to any deficiencies identified during Government testing of the Phase 1 prototypes delivered18 months after contract award. A short expenditure report submitted?????? electronically each month. A technical status report submitted?????? electronically each quarter. CERDEC POC: Mr. Tat Fung (732) 532-4200; tat.fung@us.army.mil 3) Low Loss Ballistic Radomes This effort requires the design, fabrication and delivery of ballistic radome(s) with low RF losses over the 225-2500 MHz frequency band for use with Low Profile antennas on tactical ground platforms. Ballistic radomes are required to reduce the susceptibi lity to damage from ballistic impacts from small arms fire and destructive debris fields from exploded missiles. Proposals should discuss design approaches which consider high strength materials, bandwidth/loss performance, size, weight and ability to be modified to meet various low profile antenn a form factors. The dimensions of a low profile antenna will be provided to interested offerors during face-to-face discussions at Fort Monmouth prior to proposal submission. A Non-Disclosure Agreement with the Low Profile antenna manufacturer may be required. Period of Performance: 12 months. Deliverables/Schedule: One (1) low loss ballistic radome which can be installed on a low profile?????? antenna prototype (tbd) A short expenditure report submitted electronically?????? each month.
