Description
The US Army Communications-Electronics Command (CECOM) Acquisition Center-Washington, on behalf of the US Army Research, Development and Engineering Command, Communications and Electronics Research, Development and Engineering Center (CERDEC), Night Vision and Electronic Sensors Directorate (NVESD), Countermine Division, Humanitarian Demining Team, plans to negotiate a sole source modification to contract DAAB15-03-C-0024 with CyTerra Corporation of Waltham, MA for a purchase of six (6) AN/PSS-14 unit s (NSN: 6665-01-504-7769). The subject units are to be used in support of Humanitarian Demining Field Evaluation in South East Asia and Africa in 1QFY05. The AN/PSS-14 is a mature, production-ready type classified handheld mine detection system currently u sed by the US Army in support of their combat operations. Delivery of the units is required within 30 days of award of the modification. It has been determined that CyTerra is the 'Only One Responsible Source and no other Supplies or Services will satisf y Agency Requirements'. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1); Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can prov ide supporting data to demonstrate they can successfully provide the required AN/PSS-14s may submit a quote that shall be considered by the agency. Responses should be no longer than ten (10) pages. The resultant contract modification will be firm fixed price. Responses are to be received via email within 10 calendar days of the date of this notice. All requests for further information must be in writing and via email, telephone requests for additional information will not be honored.
