- Vicksburg Consolidated Contracts Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Mobile Boundary Hydraulics (MBH), Inc. P.O. Box 264, Clinton, MS 39060-0264. This procurement is being conducted under Simplified Acquisition Procedures (SAP) ?????? only one responsible source and no other supplies or services will satisfy agency requirements. MBH, Inc. is the developer and only instructor and provider that offers the proprietary sediment transport software HEC-6T and the only vendor that is capable of meeting the Government??????s requirements of compatibility. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later that 4:00 CST on 10 August 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis . A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to th is notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to Elizabeth.j.Kelley@mvk02.usace.army.mil with solicitation number referenced in the subject line.
