Description
FY04 2nd Fall Seed Buy (ID, CO, OR, UT, NV, AZ) The Bureau of Land Management (BLM) has seed requirements for the varieties and quantities of seed as advertised herein. This procurement is established as a Request for Proposals, commercial item buy, and unrestricted acquisition. Pertinent terms and conditions for this buy are as follows: 1) The BLM shall evaluate the seed for each item number based on seed certification and lowest PLS price per pound. 2) Awards may be made on higher PLS priced certified seed versus a lower PLS priced non-certified seed. 3) Other evaluation factors include past performance. 4) Delivery dates will be stated in the solicitation. 5) Offers may be made in ANY amount for the varieties specified. The total estimated amount of seed is 574,660 lbs.; however, BLM reserves the right to award up to 660,859 lbs. of seed (additional 15%) in total against any of the items listed in the schedule. 6) Based on seed availability and considerations given to seed certification, seed preference, and price the BLM will make award in any amount for each item number, adhering as closely as possible to the estimated quantities shown below for each item number. 7) Offers may be submitted for either certified seed or non-certified seed unless otherwise specified and as identified in the schedule. 8) Awarded dollar amount will be based on the bulk price per pound. 9) All seed shall be in 50 lb. bags, unless otherwise specified in the solicitation. 10) Germination for all seed will be determined by tetrazolium tests (TZ). Moisture content of all Sagebrush, Gardner's Saltbush and Shadscale seed as delivered to the Government shall be less than or equal to 12% by weight. Moisture content of all other seed as delivered to the Government shall be less than or equal to 11% by weight. 11) Seed shall be delivered to the following locations: Boise, ID = BOI, Shoshone, ID = SHO, Montrose, CO = MON, Ely, NV = ELY, St. George, UT = AZS, Meeker, CO = MEK, Lakeview, OR (To be determined) = LAK, Burns, OR = BUR, Cedar City, UT = CED, and Idaho Falls, ID = IDF. Prices shall be based on possible delivery to any of these locations (F.O.B. destination). 12) Award cannot be made for an item that does not conform to our minimum requirements, including PLS rating. 13) For wildland collected seed the term Certified denotes Source Identified, the term Non-Certified denotes Specified Source Origin. 14) Estimated quantities for BLM's seed requirements (items are both certified and non-certified unless otherwise noted): GRASSES - Bulk Lbs. Receipt of fax offers is allowed under this solicitation. All responsible sources may submit an offer which will be considered. The solicitation will be issued on or about August 12, 2004.
