Description
The Naval Air Systems Command intends to negotiate a sole source contract with Lockheed Martin Aeronautics Company (LM Aero)? Marietta, 86 South Cobb Drive, Marietta, GA 30063-0260 to acquire technical services for P-3 and derivative aircraft. This contract will provide sustaining engineering and logistics support in response to fatigue and obsolescence issues, as well as operational and/or technical problems arising from P-3 aircraft fleet usage from both the United States Navy and Foreign Military Sales customers. The effort to be performed under this contract includes design engineering investigations; reliability, maintainability, and human factors analysis; engineering change proposal feasibility studies; support for failure, incident, and accident investigations; airframe/component fatigue life engineering, analysis, assessment and tracking support based on the data and technology acquired during the P-3 Service Life Assessment Program (SLAP); and Integrated Logistics Support. Tasks will include procurement, development, prototyping, and testing in support of the above activities. It is anticipated that an IDIQ contract with provisions for the issuance of time and material task orders will be awarded. The contract will have a base year and four one-year options, with total contract duration of up to five years. As the original equipment manufacturer of the P-3 weapon system and prime contractor for the P-3 SLAP, LM Aero - Marietta is the only source that has full access to the technical data necessary to meet the requirements of this contract in a timely manner without incurring substantial duplication of costs. The North American Industry Classification System code for this requirement is 541330, with a size standard of $23M. See Note No. 22
