- Description
- The Naval Air Systems Command Aircraft Division (NAVAIR AD), Patuxent River, Maryland, Mission Systems Department, has a requirement for engineering and technical support services in support of the AIR 4.5 Avionics Department accomplishment of research, development, integration, analysis, assessment, and test and evaluation of avionics and sensor systems. This contract will provide for support services to the Navy in the development of avionics and sensor systems and equipment as well as facilities, which are used for the development, integration, test and evaluation of avionics and sensor systems and support subsystem elements. Tasks performed under this contract will include technical and engineering services in support of research and development in the following technology areas: Avionics Science and Technology, Network Centric Warfare (NCW), Flight Information Systems, Electronic Warfare (EW) Systems, Radar and Antenna Systems, Electro Optic (EO) and Infrared Systems, Imagery and Video Systems Software Enhancements, Ballistic Missile Defense Surveillance Technology, Airborne Information Processing Systems, Acoustic Systems Special Mission Sensors, Communication Systems, Identification Friend or Foe (IFF) Systems, and Navigations Systems. The scope of this contract also includes support of research and development in the performance of the following areas: Signal Processing Systems Studies and Analyses, Development of Avionics and Sensor Systems Simulators, Integration Support of Avionics Systems for Avionics and Sensor Systems, Software Development, Preparation of Technical Documentation, System Training and In-Service Support, Analysis and Definition of Sensor and Avionics Systems, Performance Analysis and Enhancement of Avionics and Sensor Systems, Development of Test and Evaluation Requirements for Avionics and Sensor Systems, Test and Evaluation of Avionics and Sensor Systems to include Sea and Flight Test Support, Preparation, Review, and Maintenance of Avionics and Sensor Systems Specifications, Planning for Laboratory Facilities for Sensors Systems, Preparation of Project Technical Plans for New and Ongoing Projects, Definition of Sensor System and Subsystem Requirements, Concept Definition for Advanced Avionics and Sensor Systems, and Operational Concept Analyses for Advanced Avionics and Sensor Systems. Many projects to be performed under this IDIQ contract will require a Secret Clearance. Some projects will require a Top Secret Clearance. Location of performance is on-site at NAVAIR AD Patuxent River, Maryland or off-site at the contractor?s facility. Contractor personnel shall travel when necessary to provide needed tasks through off-site meetings, training, conferences, design, installation, integration, maintenance, or system test and to support field experiments Sensor System test and evaluation. As part of this travel, Contractor personnel may be required to travel overseas or serve onboard ships for extended (2-3 weeks) sea tests. NAVAIR AD plans to issue one solicitation with multiple award provisions. Offerors will need to respond to all elements of the RFP. The anticipated contract type is a cost plus fixed fee with indefinite delivery/indefinite quantity (IDIQ) delivery orders. The period of performance is estimated at five (5) years. The appropriate North American Industry Classification (NAICS) code is 541330, $23M. This solicitation will contain engineering and technical tasks only, currently contained within Contracts N00421-99-D-1698, N00421-99-D-1699, N00421-96-D-5120 and N00421-00-C-0437. The Navy plans to release the solicitation, including any subsequent amendments, via the Internet. The solicitation will be available on the NAVAIR solicitation webpage. In addition to the availability of the solicitation for downloading at this webpage, the Navy will also e-mail a notification of release of the solicitation and any subsequent amendments to all prospective offerors who submit a request.
