- This modification to the subject solicitation is to notify all potential offerors that the Request For Proposal is anticipated to be released the week of August 23, 2004. Once the RFP is officially posted on the NAVAIR Home Page at: http://www.navair.navy.mil/doing_business/open_solicitations/an additional modification will be issued to this synopsis. If you are interested in this requirement please register with FedBizOpps to receive notification and as an interested vendor. Registering to receive notification, will allow companies to automatically recieve notification of any changes posted to FedBizOpps. The Interested Vendors List will become the official vendors list and may be used for future teaming or subcontracting opportunities. SOFTWARE GENERATION, TEST & EVALUATION, AND COMPUTER OPERATION SUPPORT SERVICES FOR THE AIR TRAFFIC CONTROL (ATC) SYSTEMS DIVISION - The Naval Air Systems Command, NAVAIR AD Code 4.5.8, St. Inigoes, MD has identified a requirement to procure services and materials necessary in support of the Fleet Area Control and Surveillance Facility (FACSFAC) Air Control Tracking System (FACTS), FACSFAC Scheduling System (FACSKED), Automatic Carrier Landing Systems (ACLS), and the United States Marine Corps Air Traffic Control (USMCATC). FACTS services shall include support for the FACTS 3200, AN/FYK-17 (A) & (B)(V), built with CCC 3200 series processors the Graphic ?7 display system, OJ-488, and the OJ-753/U display system. FACTS services shall also encompass systems and displays, such as the Standard Terminal Automation Replacement System (STARS), the Sanders STARCON II, the New Technology Radar Display (NTRD) and Telephonic Multiple Tracking Radar and Control System (MTRACS) Display Console, to which the user sites may transition during the life of this contract. FACTS services may also encompass a FACTS upgrade using 32 bit or larger processing equipment. FACSKED services shall provide support for the original system, AN/FYK-23, programmed using DD Query database management system software, and shall also encompass software development for a FACSKED upgrade, such as either NAVSKED, a PC-based scheduling system in development at NAWCAD, or a FACSKED upgrade using a 32 bit or 64 bit processing equipment. The majority of work shall be performed onsite at NAWCAD St. Inigoes; however, the contractor may occasionally be required to perform at times at its local off-site facility and shall be required to travel to various equipment installation sites. The following locations are listed, but shall not be limited to, sites that may require travel efforts: FACSFAC Jacksonville, Naval Air Station (NAS) Jacksonville, FL; FACSFAC San Diego, NAS North Island, CA; FACSFAC Virginia Capes (VaCapes), NAS Oceana, VA; FACSFAC Pearl Harbor, Naval Base Ford Island, HI; NAS Fallon, NV; Utah Air National Guard, 299th Range Control Squadron, Hill Air Force Base, UT; NAS Whidbey Island, WA; Atlantic Fleet Weapons Training Facility, Naval Station Roosevelt Roads, Puerto Rico; NAS Pensacola, FL: NAS Kingsville, TX; and Marine Corps Air Station (MCAS), Yuma, AZ. The contract type is anticipated to be an Indefinite Delivery Indefinite Quantity Type Contract with provisions for Cost-Plus-Fixed-Fee Task Orders, with an estimated total level of effort of 453,600 man-hours. The period of performance consists of one base year plus four one-year options with performance commencing approximately 1 January 2005. The applicable North American Industry Classification (NAICS) code is 541330 with a small business size standard of $23M. This action is a follow on to contract N00421-97-C-1336, the incumbent contractor is LOCKHEED MARTIN CORPORATION, LOCKHEED MARTIN TACTICAL SUPPORT SERVICE ? EAGAN, 3333 Pilot Knob Road, Eagan Facility, P.O. Box 64525 St. Paul, MN 55164-0525. This procurement will be processed under full and open competition; however, the solicitation will include a requirement that 10 % of the total dollar value of resultant contract be subcontracted to small business firms. It is the Government?s intent to award a single contract to the offeror who provides the best overall value to the Government, cost and non-cost factors considered. All potential offerors must either have or be able to obtain a DOD SECRET facility clearance with a SECRET level of safeguarding capabilities.
