Description
FISC Norfolk Detachment Philadelphia intends to acquire through other than full and open competition procedures, Emergency Room Services at Naval Hospital, Oak Harbor, WA. The contractor is responsible for the operation and management of the Emergency Room, which operates 24 hours a day, 7 days a week. The contractor is required to provide the necessary physicians, physician assistants, nurse practitioners, registered nurses, licensed practical nurses, medical assistants and clerks as required by the contract for Naval Hospital Oak Harbor through 31 January 2005. This acquisition will be accomplished through a four-month extension of contract N00140-00-C-L507 with PhyAmerica Government Services. Services to commence 1 October 2004. This action will also provide for two one-month option provisions to continue services during the months of February and March 2005. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1. This extension is necessary to ensure the presence of emergency medicine personnel at Naval Hospital Oak Harbor until the follow-on requirement is awarded. Failure to provide these services has the potential to negatively affect healthcare delivery to patients, forcing them to delay treatment and/or identify alternative care thereby jeopardizing patient care. This notice of intent is not a request for competitive proposals. Numbered notes 22 and 26 apply.
