Description
NAICS Code: 334516 The Environmental Protection Agency intends to award a sole source contract to Ciphergen Biosystems, Inc., Fremont CA pursuant to 41 USC 253 (c)(1): Only one responsible source and no other supplies or services will satisfy agency requirements. The Environmental Protection Agency has a requirement for a ProteinChip AutoLoader Package which includes ProteinChip Autoloader with additional single priority array loading position, one-year Ciphergen warranty, ProteinChip Software 3.1 Upgrade for five (5) workstations, two (2) autoloader cassettes, Ciphergen ProteinChip AutoLoader support, installation and training. EPA believes that Ciphergen Biosystems, Inc. is the only source capable of providing the required services because the Ciphergen AutoLoader is the only instrument available which meets the agency's needs for the following minimum specifications: 1. The AutoLoader shall accommodate and automatically process up to 24 ProteinChip Arrays from one run of the Biomek 2000 robot. 2. The AutoLoader shall be configured to be fully compatible and integratable with the ProteinChip (Model PBS II; SN 2H399TC) Biomarker System. 3. The AutoLoader shall allow exchanging of cassettes after each is read for a "continuous queue" of arrays. 4. The AutoLoader software shall be compatible with and interfaced with Ciphergen ProteinChip Software version 3.1 so that the integrated system is capable of automatically performing array loading, reading the arrays automatically and analyzing the data. 5. The AutoLoader controlling software shall enable control of autoloader processes with user-defined protocols in ProteinChip Software for each array, allowing the user to customize the reading of individual arrays. 6. The AutoLoader shall be capable of running a single-array with manual data collection, for applications such as peptide mapping for ID. 7. The AutoLoader shall be capable of scanning the bar code on back of the array when an array loads in the reader. 8. The AutoLoader shall be supplied with a minimum of two array cassettes. 9. The contractor shall provide a one year on-site warranty for each hardware, software, and firmware product delivered under this purchase order. 10. All equipment will be installed on-site and familiarization training provided on-site within 60 days of purchase. EPA anticipates the award of a fixed-price purchase order. The period of performance shall be ninety (90) days from date of award to insure proper installation. NAICS No. 334516 applies, with a size standard of 500 employees. The intent of this synopsis is to determine if any sources exist and, therefore, no Request For Quotation is available. All interested parties must respond within 15 days of this date of announcement. Interested parties who believe they are qualified to perform this effort shall: 1) include information on the proposed services which clearly support the requirement outlined above and; 2) provide itemized pricing that is sufficient to make a determination that competition is feasible. Response to this synopsis must be made in writing. Submit responses to US Environmental Protection Agency, RTP Procurement Operations Division (E105-02), Attn:Laconda Cannady, Research Triangle Park, NC 27711 for consideration by the Agency. No telephonic or faxed request will be honored. Responses must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. If no affirmative responses are received within 15 days of this notice, the Government will proceed with the procurement of these services with Ciphergen Biosystems, Inc..
